Job Title: Senior Technical Data Analyst
Location: Quincy, MA
Duration: 6 Months


Position Overview

The Senior Technical Data Analyst will support MMIS T-MSIS and data ETL efforts, providing technical leadership for data transformation, integration, and analytics. The role involves working hands-on with ETL tools, data-centric technologies, and cloud-based systems, primarily focused on Medicaid-related applications. Experience with healthcare data, government systems, and Informatica is preferred.


Key Responsibilities

  • Provide technology leadership, guidance, and mentoring for MMIS initiatives related to data preparation, ETL, and EDI.

  • Develop data architecture solutions spanning business policies, systems, applications, and networks.

  • Collect and analyze business and technical requirements, translating them into IT solutions; document logical and code-based designs per departmental standards.

  • Design and maintain data integration solutions using Informatica for ETL workflows.

  • Develop architectural proofs of concept and demonstrate practical, agile solutions.

  • Implement, maintain, and optimize system extracts from various sources; ensure data accuracy, integrity, and performance.

  • Perform SQL queries and data analysis; conduct performance tuning for ETL processes.

  • Handle PHI/PII data in compliance with policies and legal standards (e.g., HIPAA).

  • Identify, manage, and mitigate technology, architecture, and infrastructure risks.

  • Document technical artifacts, including ETL processes, testing scenarios, and runbooks.

  • Collaborate with architecture teams to define standards, guidelines, and processes for infrastructure and software development.

  • Assist in writing RFPs and SOWs, and participate in contract and cost negotiations for infrastructure, SaaS, and professional services.

  • Work with business leads, infrastructure teams, and third parties to design secure, scalable, and cost-effective solutions aligned with business strategy.

  • Operate effectively in a matrixed environment with multiple teams including data warehouse architects, security architects, and strategic partners.

  • Perform other duties as assigned.


Skills and Competencies

  • Strong foundation in programming, databases, and data warehousing concepts.

  • Hands-on experience with ETL development and data manipulation tools, preferably Informatica.

  • Proficiency in data extraction, transformation, loading, troubleshooting, and problem-solving.

  • Extensive experience with SQL and database management.

  • Experience with cloud-native applications and enterprise applications in commercial clouds (AWS preferred).

  • Knowledge of Risk Management, Disaster Recovery, Business Continuity, IT Security, and Regulatory Compliance.

  • Ability to estimate time and resources, prioritize activities, and manage tasks to completion.

  • Strong written, verbal, and collaboration skills; capable of facilitating meetings, presenting, and leading discussions.

  • Experience in healthcare domain and government agencies is preferred.

  • Experience documenting technical artifacts (Environment, System Architecture Documents, Runbooks).


Qualifications

  • Bachelor s degree or higher in Information Systems, IT, or equivalent experience in a healthcare administration setting.

  • Minimum 10 years of relevant experience in technical data analysis, ETL development, and data architecture.
