Core Hours M-F 7 am 6 PM EST also some on-call support during non-core hours

The Senior Web Developer will work directly with NICHD management to provide support in new website design and development, existing websites' enhancement and maintenance, and underlying technologies in the cloud and on-prem. The support includes to perform business process and system requirements analysis, system design, development, testing, implementation, deployment, operation and maintenance, training, and disposition activities in adhering to the NICHD, NIH, and HHS software development standards and using the United States Web Design System (USWDS). This senior role involves designing, authoring, modifying, and testing software and databases.
The candidate will work closely with users to identify current operating procedures, clarify program objectives, and outline steps required for program development, including creating diagrams and charts. Additionally, the Sr. Web Developer shall be responsible for posting content and making basic structural changes. These sites use SharePoint Server and Drupal content management system in Microsoft Azure Cloud to maintain the site content. The role includes working with NICHD systems to ensure FISMA compliance and generate necessary reports for various administrative and technical purposes.
Key Responsibilities:
  • Conduct and document business analysis, feasibility studies, scope definition, and time, schedule, and cost estimates.
  • Lead a team of developers on website projects from concept design, information architecture, user interface design, design and code development, user testing, preparation and finalization for launch, to final production.
  • Create the architecture for and develop multi-tiered websites and applications with backend integration of database systems.
  • Post content to Government Websites as directed.
  • Perform site and system maintenance, including monthly link checks.
  • Perform usability studies on the existing and proposed sites.
  • Supervise support to ensure the up time of the sites, monitor the websites and correct any errors on a near real-time basis.
  • Provide analysis of web logs via software such as Google Analytics and provide reports as requested by the COR.
  • Perform web master tasks by monitoring several mailboxes and following up with the end users directly or referring requests to the appropriate project team for follow-up.
  • Prepare, document, implement, monitor, and maintain security controls and procedures required for the system security assessment and authorization of the identity management infrastructure.
  • Prepare, document, implement, monitor, and maintain procedures and technical solutions to secure personally identifiable information (PII) in the NIH identity infrastructure as required by NICHD, NIH, HHS, and other federal policy and best practices for security and privacy.
  • Prepare and document agreements, including Memorandums of Understanding (MOU) and Service Level Agreement (SLA), and various interagency agreements.
  • Ensure that all sites meet the standards for accessibility by individuals with disabilities (Section 508 of the Rehabilitation Act) as well as all applicable Federal, HHS, NIH, and NICHD standards.
  • Scan the links and pages on all NICHD websites. If guidance is needed for the links that the contractor is unable to fix, the contractor should provide the broken link report monthly to the COR and point of contact at NICHD Office of Communication on or before the 15th of each month. The report should include type, source, destination, anchor, status code, and status.
Qualifications
Prefer a combination of the following years of experience with these skill sets.
  • 4+ years of experience with overseeing web development and ensuring quality control
  • 5+ years' experience with grants and council-related applications a plus
  • With at least 5 years' experience with MVC 5, jQuery, and Nintex K2 automation
  • With at least 5 years' experience with Drupal 8/9/10 in Azure, including DevOps automation with Cypress, Travis CI, and Jenkins/Azure DevOps Pipelines
  • With at least 5 years' experience with SharePoint 2016/2019
  • With at least 5 years' experience writing stored procedures for both SQL Server and Oracle
  • With at least 3 years' experience using React and the United States Web Design System (USWDS)
  • Experience with claims-based authentication.
