DESCRIPTION OF SERVICES:
The Systems Analyst II is an Information Technology (IT) position that will work with a team of Microsoft 365 (M365) administrators on our SharePoint environments. The worker will manage and enhance our enterprise SharePoint environment. This role is critical to supporting agency-wide collaboration, document management, and workflow automation. The ideal candidate will have a strong technical background, a commitment to public service, and the ability to work across teams to deliver secure, efficient, and user-friendly solutions.

The workers responsibilities and skills must include:
Administer and maintain SharePoint environments (SharePoint Online and SharePoint Server) to ensure performance, availability, and security.
Design, configure, and manage SharePoint sites, libraries, lists, and workflows to support TxDOT s operational needs.
Provide technical support and training to users across the agency to promote effective use of SharePoint tools.
Implement and enforce IT governance policies, metadata standards, and compliance controls in accordance with state and federal regulations.
Manage user permissions and role-based access to protect sensitive information.
Develop and deploy custom solutions using Power Automate, Power Apps, and SharePoint Framework (SPFx).
Monitor system health, usage metrics, and audit logs; generate reports to support decision-making.
Plan and execute SharePoint updates, patches, and migrations with minimal disruption.
Collaborate with infrastructure, cybersecurity, and application teams to align SharePoint services with TxDOT s strategic goals.
Must possess strong written and verbal communication skills.
Must be a creative thinker to solve issues.

Minimum Qualifications
Years Skills/Experience
7 Experience administering SharePoint environments in a large organization.
4 Experience with Microsoft 365 tools including Power Automate, Power Apps, Teams, and OneDrive.
7 Experience implementing governance and compliance policies in a public sector or regulated environment.
7 Proven ability to manage user access and security in SharePoint.
7 Experience troubleshooting SharePoint performance and configuration issues.
7 Familiarity with SharePoint Framework (SPFx), JavaScript, and PowerShell scripting.
7 Experience with SharePoint migration projects and version upgrades.
7 Ability to create technical documentation and deliver user training.
7 Strong collaboration skills and experience working with cross-functional IT teams.

Preferred Qualifications

4 Experience with one or more of the state of Texas government agencies
4 Microsoft certifications related to SharePoint or Microsoft 365.
4 Familiarity with ITIL, NIST, or other security frameworks.
