Job Description:
Position Overview
The contractor will build and support tools using Microsoft 365 applications-primarily Power Apps-to enhance HQ administrative functions.
Primary Focus: Travel Management Tool
Design and maintain a comprehensive travel management solution covering:
TDY travel
Home leave travel
Children's education travel
Recruitment and separation travel
Broader scope includes digitizing HQ administrative processes across:
Human Resources
Business Management
Legal
Tool Capabilities
Enable travel planning and historical data retention
Provide leadership with insights into travel patterns for military, civilian, and contractor personnel
Deliver a tool by October 2025 to:
Identify, standardize, and integrate HQ travel plans for 2026
Serve as the foundation for travel requests
Integrate PDFs and checklists for travel claims
Technical Integration & Expansion
Incorporate travel plans into the existing Power Apps-based travel request tool
Built on SharePoint Online and Power Automate
Expand portal functionality to support:
Travel claims
Desk booking applications
Automate notifications to management regarding staff travel plans
ERP Integration
Assess feasibility of integrating travel tools with the Client Financial System (Oracle-based ERP)
If viable and approved, support API development and implementation
Human Resources Support
Develop a SharePoint tool for civilian oversight and HR management
Enhance internal HR library organization
Administer and maintain the HR workforce plan dashboard, including budget data integration
Maintain the existing "Revalidation of Allowances" PowerApps solution
Business Management & Legal Automation
Provide process automation support
Offer in-house expertise for ongoing development of automated solutions
Additional Responsibilities
Perform tasks as directed by the Contracting Officer's Technical Representative (COTR), aligned with the labor category
Essential Qualifications
1. Experience:
Minimum 5 years of professional experience in Microsoft software development/DevOps (may substitute for degree)
2. Power Platform Expertise:
At least 3 years (within the last 5) developing solutions using Power Apps, Power Automate, and Power BI
3. SharePoint Online:
Minimum 3 years (within the last 5) of development and customization experience
4. API Integration:
Proven experience working on API-driven projects
5. Network Environment:
Familiarity with constrained, dependency-heavy networks similar to the Client's infrastructure
6. Governance Frameworks:
Experience with Power Platform or intelligent automation governance, including:
Environment strategy
Security models
Data Loss Prevention (DLP) policies
