Sr. Project Manager

Role Summary

Project Manager (PM) will serve as the lead project manager and single point of contact This senior PM ensures that project scope, schedule, cost, quality, and compliance objectives are consistently met.

Key Responsibilities

  • Lead the delivery of transportation capital projects through feasibility, scoping, environmental, engineering, right-of-way, utilities, and closeout phases.
  • Provide strategic guidance to Alameda CTC on innovative project delivery, streamlined utility coordination, funding opportunities, and program implementation.
  • Manage and monitor project schedules, budgets, and funding plans using a Work Breakdown Structure (WBS) aligned with Alameda CTC standards.
  • Oversee project controls and contract administration, including review and approval of invoices, budget tracking, and professional services contract compliance.
  • Ensure compliance with Caltrans Project Development Procedures Manual, Local Assistance Procedures Manual, CEQA/NEPA requirements, Title VI, LBCE, and DBE goals.
  • Lead stakeholder engagement with Caltrans, FHWA, MTC, local jurisdictions, and community organizations.
  • Prepare staff reports, memoranda, fact sheets, and public-facing materials for Alameda CTC management and Commission meetings.
  • Support procurement activities, including the development of RFPs/RFQs, cost estimates, contract negotiations, and consultant evaluations.
  • Provide executive-level responses to Alameda CTC leadership, communications staff, and public inquiries.

Minimum Qualifications

  • 8+ years of progressive experience in project and contract management for transportation infrastructure projects.
  • Valid Professional Engineer (PE) License in the State of California.
  • Demonstrated ability to lead multidisciplinary teams and manage large-scale public sector transportation projects.
  • Proven track record of coordinating with Caltrans, FHWA, CEQA/NEPA agencies, and regional/local jurisdictions.
  • Expertise in project funding plans, cash flow tracking, and capital project budgeting.

Desired Qualifications

  • Experience managing large teams of subconsultants.
  • Prior experience working directly with Alameda CTC or its partner agencies.
  • Strategic advisory experience for capital project delivery and funding optimization.

Familiarity with Title VI compliance, LBCE, and DBE program requirements
