Job Description
ECS is seeking a Systems Analyst to work remotely . Please Note: This position is contingent upon additional funding.
The National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO) is responsible for managing and operating NOAA's fleet of 15 research and survey ships and nine aircraft. Composed of civilian employees, professional wage mariners, and officers of the NOAA Commissioned Officer Corps, OMAO is also responsible for operating and managing the NOAA Diving Program, NOAA Small Boat Program, and Uncrewed Systems Operations Center.
OMAO's Executive Affairs Division (EAD) is responsible for developing and tracking the implementation of OMAO's Strategic Plan, defining and monitoring performance metrics, providing enterprise project management to high-profile initiatives, and managing OMAO's centralized and organization-wide Policy Program.
The Systems Analyst will support all functions of OMAO's Policy Program, provide project management leadership and support as required for high-profile and OMAO-wide initiatives, and provide business analysis support to develop and improve administrative and operational processes across the organization.
Salary Range: $27 - $32/hr.

Work Location Requirements:
The Systems Analyst will be expected to work on-site at OMAO headquarters in Silver Spring, MD, with approved telework in accordance with NOAA, OMAO, andguidance regarding on-site requirements and telework flexibilities. The government will provide office space, supplies, and information technology (IT) peripherals to support on-site work. Office supplies and IT peripherals and internet services will not be supplied for approved telework.
Government Furnished Equipment
The Program Analyst will be provided a government laptop and IT peripherals necessary in order to connect to the NOAA network and perform on-site-work.
Overtime
Overtime is not anticipated nor authorized at this time. If overtime is required, it will be coordinated through and approved on a case-by-case basis by theDirector in writing. Any overtime worked prior to the receipt of proper written authorization will be done at the Program Analyst's own risk and expense.
Travel
Travel may be required under this call order. If travel is required, it will be coordinated through and approved on a case-by-case basis by theDirector in writing.
Training
Mandatory Government training, including but not limited to NOAA IT Security Awareness training and other security and safety training, may be approved by theDirector on an as needed basis. Additional training may be required under this order. Any anticipated training requirements will be at the discretion of the Government.

- Assist in the development of memorandum , briefing materials, correspondence, speech writing, and event preparation
- C oordinate and create OMAO-wide and EAD-specific outreach and communication products including, but not limited to, web content, social media, outreach strategies/toolkits, reports, technical memos, 508-compliant documents, peer reviewed publications, and media inquiries .
- Organize, facilitate, and host in person events with internal and external audiences such as science conference sessions, workshops, recurring meetings, educational events, staff offsites, and other gatherings .
- Serve as ansubject matter expert for public engagements

OMAO Policy Program Support
- Develop, review, and provide technical editing for OMAO policies, procedures, handbooks, and NOAA Administrative Orders, coordinating with OMAO Centers and Divisions as required
- Coordinate, facilitate, and/or manage document routing, iterative reviews, and updates
- Develop and utilize processes and tools to organize and manage documents, templates, and forms
- Define/manage policy program requirements and support upgrades or updates to OMAO's document management system and/or other or new repositories
- Collaborate closely with theDirector and Policy Program Manager to develop and track schedules for completion of draft policies, provide progress updates, and escalate potential risks and issues,
- Provide program and project management, as required, for priority, OMAO-wide projects and initiatives
- Develop and manage project plans, schedules, risk registers, progress reports, and related documentation
- Collaborate closely withleadership and project stakeholders to report on project progress, review next steps, and escalate risks and issues
- Coordinate and schedule meetings, develop meeting agendas, record meeting notes, record and track action items, and develop presentations, reports, and talking points
- Identify opportunities and develop recommendations for business process improvements withinand across OMAO
- Conduct business process analysis to gather baseline business practices and objectives, develop and document changes in inputs/processes/tools to improve efficiency, and implement and communicate updates
- Support responses to legislative/policy taskers and other requests for information.
- Support generation of reports to Congress.
- Support requests for information to inform NOAA leadership briefings, presentations, meetings, and other events.
