Job :Systems Software Programmer Advanced
Location : Columbia , Sc( Remote)
Supports migration of applications and data from former DHEC infrastructure to DES systems
Focus on Bureau of Water applications and federal data systems
Critical role in a large, ongoing government IT modernization project
Responsibilities
Design, develop, modify, and maintain agency software systems
Lead application and data migration activities
Support Bureau of Water systems including SDWIS, WQX, SWIFT, and DW-SFTIES
Perform manual and automated software testing
Troubleshoot, debug, and resolve application issues
Support federal data transmittals and compliance requirements
Analyze system dataflows, dependencies, and technical requirements
Collaborate with business users, analysts, vendors, and IT teams
Mentor junior developers and participate in code reviews
Maintain technical documentation, disaster recovery, and continuity plans
Address service/help desk tickets and user-reported issues
Follow Office of Technology security standards and best practices
Participate in SDLC phases including analysis, design, development, testing, and deployment
Required Skills
8+ years experience on government IT projects as a software developer/engineer
8+ years experience with SQL development, optimization, and stored procedures
3+ years experience supporting Water Quality / Safety Information Systems
Strong working knowledge of:
ASP.NET
.NET Framework
C#
HTML
CSS
Strong troubleshooting, debugging, and analytical skills
Experience with software testing and test case execution
Familiarity with SDLC
Excellent English communication skills
Ability to analyze and organize complex technical data
Experience maintaining and upgrading existing systems
Knowledge of software security standards and best practices
Experience leading or guiding technical teams

Experience with:

Water Quality Exchange (WQX)
SWIFT
DW-SFTIES
Experience with Apache Tomcat and Java
Experience working with the Environmental Protection Agency (EPA)
Experience using service/help desk ticketing tools
Proficiency with Microsoft Office tools
Strong leadership and cross-department communication skills
Ability to estimate development and analysis effort
Subject Matter Expert (SME) in complex applications
Creative problem-solving and willingness to learn new technologies
Education / Certification
Bachelor s degree in Computer Science, Computer Engineering, or related field
OR equivalent relevant experience (year-for-year substitution allowed)
