Job Title: Application Programmer
Location: Remote (Louisiana-based position)

Position Overview

The Application Programmer will contribute to the design, development, and maintenance of web-based enterprise applications supporting statewide technology initiatives. The ideal candidate will have a strong background in .NET Core development, experience working in an Agile/Scrum environment, and a passion for building efficient, scalable, and secure software solutions.

This role requires close collaboration with other developers, technical leads, and project stakeholders to ensure quality, performance, and compliance with enterprise standards.

Key Responsibilities

Develop, maintain, and enhance web applications using C#, ASP.NET, SQL Server, and HTML.
Design, code, compile, test, debug, and document new and existing applications.
Provide maintenance and ongoing support for current systems.
Conduct quality assurance reviews and testing of new code for accuracy and performance.
Participate in team meetings, design sessions, and Scrum ceremonies.
Provide technical documentation, mentorship, and knowledge transfer to internal personnel.
Monitor and analyze application performance, recommending improvements where needed.

Mandatory Qualifications & Skills

Minimum 2 years of hands-on experience with:
- C#
- ASP.NET Core
- Entity Framework

Preferred Skills & Experience

At least 2 years of experience with the following technologies and methodologies:
- MVC architecture in .NET Core (2.x, 3.x, or .NET 5+)
- VueJS, Bootstrap, JavaScript
- SQL Server (T-SQL)
- SSIS/SSRS
- IIS administration and deployment
- Agile/Scrum development
- Distributed systems design (SOA/Microservices)
- DevOps practices, including CI/CD pipelines

Work Schedule

Must align with core business hours: 7:00 AM 6:00 PM CT.
May require occasional work during holidays, weekends, or after hours to meet deadlines.

Deliverables & Compliance

Weekly progress and activity status reports.
Submission of accurate timesheets and activity tracking.
Monthly invoicing through the designated portal.
Adherence to security, onboarding, and confidentiality policies.
Compliance with HIPAA, information security, and privacy regulations.

Additional Responsibilities

Ensure all hardware and software comply with organizational network and security standards.
Monitor and manage billable hours within approved project/task order limits.
Maintain complete and auditable work records.
Communicate fluently in English (verbal and written).
Complete all required onboarding and security training prior to project commencement.
Follow Information Security Policy and IRS Publication 1075 compliance standards.
