Electrical Engineer 2 (Hybrid)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for an Electrical Engineer 2 for their Vancouver, WA location. This position serves as an engineer for the technical review of Facility Ratings processes, applicable standards, and underlying transmission asset data. Their engineering knowledge enables them to design, implement, and maintain the quality assurance and quality control measures necessary to ensure Facility Ratings are accurate, compliant, and defensible. As a dedicated quality control engineer, they proactively monitor workflows to identify and address potential issues early in the process. This foresight helps prevent rework, delays, and regulatory non-compliance by resolving quality concerns before they impact downstream decisions. They also provide engineering determinations across the Facility Ratings program, including acceptance reviews, error correction, and corrective action recommendations. All of which require consistent application of engineering and regulatory knowledge. As an engineering resource within the organization, they serve as the program s internal control mechanism, ensuring that ratings outputs are technically sound and reliable for use in establishing TTCs and SOLs across the system.

Key Responsibilities for Electrical Engineer 2:
- Perform technical reviews of engineering documentation, as-built records, and field data to verify that new or modified transmission assets are accurately represented in engineering and asset management systems.
- Evaluate the completeness, consistency, and validity of equipment and configuration data submitted from project and field sources using engineering judgment and analytical tools.
- Identify data and documentation discrepancies, determine root causes, and develop recommendations or corrective actions to ensure data integrity across asset systems.
- Coordinate with design engineers, project managers, field personnel, and data stewards to resolve discrepancies and validate final documentation prior to system integration.
- Conduct structured quality assurance reviews on asset attributes, configuration relationships, and connectivity information within mapping and asset databases to ensure technical accuracy and model reliability.
- Develop and apply automated quality control scripts and data validation tools using programing tools (i.e. Python) to identify data anomalies, verify relationships between systems, and streamline review processes.
- Use programming tools (i.e. Python) and related analytical libraries to generate reports, metrics, and visualizations that track data quality trends and highlight recurring issues or systemic improvements.
- Design, maintain, and execute repeatable workflows for verifying and updating asset records following construction completion, ensuring traceability from engineering documentation to system representation.
- Perform data reconciliation between historical engineering records and newly integrated digital models to confirm that legacy data remains accurate and traceable.
- Conduct post-integration data verification reviews following major construction or system update events to confirm that all asset and configuration changes were successfully implemented.
- Document engineering rationale for data corrections and maintain traceable change histories to support audit readiness and compliance verification.
- Develop and maintain quality assurance procedures, checklists, and desk guides that document review criteria, system validation steps, and escalation paths for unresolved data issues.
- Lead or contribute to cross-functional working sessions with engineers, GIS analysts, and system administrators to address data quality findings and implement corrective measures.
- Maintain all quality assurance records, correspondence, and review documentation in compliance with information governance, records retention, and federal audit requirements.
- Recommend and implement improvements to data review methodologies, automation approaches, and system validation processes to enhance efficiency, accuracy, and transparency.
Requirements/Qualification for Electrical Engineer 2:
- A Bachelor s degree in Electrical Engineering or other closely related engineering field is required.
- 5 years of practical electrical engineering experience is required.
- Professional knowledge of electrical engineering principles applied to transmission systems
- Experience working in a regulated environment, including, but not limited to, exposure to NERC reliability standards
- Valid U.S. Driver s License is required.
