ECS is seeking a
Federal Financials Systems Analyst to support a large-scale modernization project of a legacy data warehousing contracts system. The analyst should have deep knowledge of federal contracts data and the federal contracting lifecycle process from award through close-out as well as hands-on experience implementing, modernizing, or integrating financial/contract management systems. This unique role requires a combination of functional expertise in federal financial management with a technical understanding of enterprise systems supporting procurement workflows.
In this role, you will work closely with a data team and acquisition stakeholders to translate business requirements into system capabilities. The goal is to improve data quality and integration and ensure alignment with federal financial and reporting standards.
Responsibilities: - Serve as an SME for the federal contract and financial lifecycle on areas such as obligations, modifications, and closeout processes.
- Analyze and document business, functional, and data requirements for modernizing legacy financial/contractual systems (e.g., procurement, grants, or data warehouse systems).
- Support the design, testing, and implementation of new system capabilities.
- Support data migration and system modernization initiatives (including low code platform implementations).
- Work with technical teams to enhance interfaces and support data pipeline build out between systems such as PRISM, SAP, etc. to existing systems/new solutions.
- Analyze existing applications, reports, and dashboards to make recommendations to improve accuracy/efficiency.
Salary Range: $100,000 - $150,000

- Bachelor's Degree
- Experience working within various project management methodologies (Agile, Scrum, Waterfall, etc.)
- Excellent verbal and written communication skills
- Demonstrated understanding of the federal contract lifecycle and federal financial data through direct experience supporting a Government agency
- Hands-on experience supporting modernization efforts for financial/contract systems
- Experience with federal financial systems (i.e., at least one of the following - Oracle, PRISM, SAP, Momentum, or other similar enterprise procurement, budgeting, or financial execution system)
Desired Skills - Experience with DHS and knowledge of DHS standards a plus
- Experience working within procurement or financial federal offices (e.g., Office of the Chief Procurement Officer, Office of the Chief Financial Officer)
- Familiarity with the FAR
- Knowledge of federal financial reporting (e.g., FPDS-NG, SAM.gov)
- Experience with SQL and data reporting tools such as Tableau and PowerBI
- Certifications such as FAC-COR, Certified Government Financial Manager (CGFM)
