Migration / STLT Implementation Specialist-Full Time

Position Summary
Certified Technical Experts, Inc. (CTE) is seeking an experienced Migration / STLT Implementation Specialist to coordinate implementation, onboarding, data migration, cutover, training, and adoption activities for public health organizations transitioning to modernized technology capabilities. This role combines implementation management, stakeholder coordination, technical readiness, and user enablement to support successful jurisdictional adoption.
Key Responsibilities
• Plan and coordinate jurisdiction onboarding, implementation, migration, readiness, cutover, and stabilization activities.
• Work with public health stakeholders to assess readiness, configuration needs, data considerations, dependencies, and training requirements.
• Maintain implementation plans, checklists, schedules, risks, issues, decisions, and stakeholder communications.
• Coordinate data conversion, validation, integration readiness, user acceptance, and cutover activities with technical teams.
• Support configuration review, testing, training, go-live preparation, and post-implementation stabilization.
• Facilitate implementation meetings and ensure action items and dependencies are resolved before cutover.
• Develop repeatable onboarding processes, templates, lessons learned, and implementation guidance.
• Coordinate with Product Managers, analysts, data engineers, integration engineers, QA, support, and training personnel.
• Track implementation progress and escalate risks that could affect readiness or continuity.
• Support knowledge transfer and transition to ongoing product support.
Required Qualifications
• 8+ years of system implementation, data migration, onboarding, deployment, or customer implementation experience.
• Experience coordinating complex application implementations with multiple technical and business stakeholders.
• Experience with data conversion, validation, cutover planning, and post-go-live stabilization.
• Strong project coordination, risk management, and stakeholder communication skills.
• Ability to translate technical readiness requirements into clear implementation plans.
• Experience supporting training, user acceptance, and adoption activities.
• Ability to manage multiple implementations or workstreams concurrently.
• Strong documentation, facilitation, and problem-solving skills.
Education
Required: Bachelor's degree in Information Technology, Public Health, Business, Project Management, Information Systems, or a related field.
Preferred: Graduate education in health informatics, public health, technology management, or a related discipline.
Target Certifications
• Project Management Professional (PMP) or Certified ScrumMaster (CSM)
Equivalent or advanced certifications may be considered where appropriate based on the candidate’s experience and the needs of the position.
Preferred Experience
• State, Tribal, Local, and Territorial public health implementation experience.
• Experience supporting NBS or comparable public health surveillance systems.
• Experience with public health data migration and interoperability.
• Experience coordinating remote implementations across multiple organizations.
Work Authorization and Federal Suitability
• Must be legally authorized to work in the United States.
• Must be able to successfully complete the applicable Government background investigation.
• Must be eligible to obtain and maintain required Federal credentials and information-system access.
• Must comply with applicable Federal security, privacy, confidentiality, and acceptable-use requirements.
