We are seeking a Systems Analyst 3 to join a statewide Fiscal Management team supporting the CAPPS program — a PeopleSoft FSCM 9.2 ERP environment covering GL, AP, Purchasing, Asset Management, Travel & Expense, Project Costing, Contracts, Grants, Inventory, and AR/Billing. This role is the functional SME for Accounts Payable, working under minimal supervision across 100+ government agencies.

Key Responsibilities

Serve as functional SME for the CAPPS Accounts Payable module — coordination, production support, configuration, and business process leadership.

Own AP setup: vendor management, voucher entry/matching (2/3/4-way), AP Workbench, EDI/Excel voucher uploads, invoice exceptions, withholding, and payment reissue.

Manage AP month-end/year-end close and integration with Purchasing, GL, Asset Management, and Commitment Control.

Apply technical skills in Application Designer, SQR/BI Publisher, SQL, and PeopleSoft security/multi-tenancy.

Monitor CAPPS AP batch jobs — schedules, execution, failures, output validation, and performance tuning.

Provide Level 2 Service Desk support in coordination with a Tier 3 Managed Services vendor.

Lead requirements gathering, UAT/regression testing, and incident management (ServiceNow/BOSSDesk) across 100+ agencies.

Coordinate Fiscal Year-End: planning, scheduling, reconciliations, and configuration.

Ensure WCAG 2.1 accessibility compliance; support MIM, Disaster Recovery, and Upgrade Testing; cross-train junior analysts.
