Position SummaryUnder limited supervision, this position provides specialized expertise in Telecom Performance, Maintenance, Compliance and Construction to support the planning, design, and maintenance of inside and outside telecom infrastructure, facilities, and building systems. The role is responsible for maintaining the Telecom Multi-Year Roadmap ensuring the reliability, functionality, and operational performance of existing and future telecom infrastructure that support Grant PUD operations.
This position collaborates with Telecom engineers, outside engineers, vendors, and interior subject matter experts to develop recommendations within their area of expertise. Additionally, the role requires building and maintaining external and internal professional relationships that influence project outcomes and contribute to the successful execution of telecom-related initiatives.

Essential duties and responsibilities may include, but are not limited to, the following:
- Support telecom and fiber infrastructure planning initiatives to ensure safe, reliable, and functional inside plant (ISP) and outside plant (OSP) networks.
- Serve as a subject matter expert under Telecom & Fiber Services, providing recommendations related to infrastructure planning, maintenance, compliance, capacity management, lifecycle planning and ISP/OSP standards.
- Partner with Telecom & Fiber Services leadership and operations teams to develop and implement strategies, procedures, and documentation supporting network operations, capacity planning, maintenance, expansions, relocations, new build, and budgeting.
- Monitor and assess network performance, infrastructure condition, and construction activities, identify and resolve issues affecting telecom and fiber infrastructure reliability and service delivery.
- Evaluate emerging technologies, materials, and infrastructure components including conduit systems, fiber optic cable, splice enclosures, handholes and cabinets, network electronics.
- Review and develop project scopes, material lists, drawings (including record drawings), specifications, cost estimates, budgets, reports, and work guidelines for maintenance relocations, upgrades, and new planning, design, regulatory, and construction phases.
- Lead or support project justification and scope validation for service requests; coordinate with Subject Matter Experts (SMEs) to conduct peer reviews of telecom design, engineering, and construction documents and ensure alignment with project goals, timelines, and budget.
- Oversee documentation management and ensure compliance with telecom standards, safety requirements, and applicable codes across all telecom and fiber infrastructure work. Collaborate with Asset Management to maintain accurate, complete project and maintenance records in internal databases (e.g. CMMS).
- May also perform duties as a business owner of a project, senior project manager, or district representative.
- Research and analyze codes and jurisdictional requirements for telecom and fiber infrastructure (ISP/OSP), including right-of-way, permitting, and utility coordination requirements.
- Review technical specifications to determine compliance with local jurisdictions, state regulations, national codes, and District standards; specify telecom systems, materials, and construction methods, and work with vendors/contactors/crew.
- Provide planning and operational input and expertise to Telecom & Fiber Services on the development of telecom and fiber standards, design guidelines, network studies, capacity and testing calculations, material specifications, and code compliance (including coordination of jurisdiction permits); serve as the telecom/fiber infrastructure liaison and provide field input to resolve project issues.
- Act as District Representative with engineering firms, contractors, and external partners for projects requirement professional design, permitting, and construction support.
- Inspect telecom and fiber infrastructure components in the field, review technical data outputs of various network systems and infrastructure, materials, and analyze variations from original designs.
- Perform site inspections; meet with jurisdictions, agencies, contract personnel, Grant PUD employees, and other representatives to resolve concerns and answer questions on issues/projects; assist others with field inspections of projects for conformance to approved plans and specifications.
- Coordinate and conduct engineering, field, and network infrastructure studies for maintenance services and projects; analyze infrastructure and network component requirements; perform research and calculations required to verify component integrity and constructability.
- Collaborate and develop strong partnerships with telecom, fiber, and construction crews, project managers, asset management, consultants, and cross-departmental teams, including Enterprise Project Management Office, Power Delivery/Production Engineering, Facilities, and Property Services-to support planning, execution, and resolution of telecom and fiber infrastructure projects and issues.
- Assist Project Manager(s)/District Representative(s) under the direction of the Supervisor/Manager with project planning and execution, including development of scopes of work, schedules, cost estimates, budgets, risk assessments, mitigation strategies, project justifications and asset record requirements.

Required Qualifications (Education, Experience, Licenses & Certifications):
- BS in Architecture, Engineering, or Construction Management, or a related field OR 2 additional years of relevant experience in lieu of degree.
- Five (5) years' experience in capital or O&M project execution (budgeting through transition to maintenance), including experience leading infrastructure and engineering projects.
Preferred Qualifications (Education, Experience, Licenses & Certifications):
- Progressive responsibility in telecom operations, maintenance, and project management.
- Experience leading projects.
Other Knowledge, Skills & Abilities- Extensive knowledge of Concepts, principles, theories, and means & methods surrounding A/E industry standards and best practices; project management tools and techniques; technical competencies with an attention toward telecom operations and construction; and financial management philosophies.
- Skill in - Problem solving; written and oral interpersonal communication; workflow and time management; utilizing MS office products; familiarity with GIS, AutoCAD, and CMMS software, tools, and applications.
- Strong ability to coordinate cross-functional teams, including outside plants, engineers, and contractors.
