OVERVIEW
The Judicial Council of California’s Information Technology Office is seeking a Senior Technology Analyst for its Managed Services unit. This role focuses on supporting data center operations, engineering and administration while evaluating emerging data center hosting technologies. This role supports local and wide area network design and architecture, and cloud hosting platform solutions while maintaining associated security and industry best practices.
Key responsibilities include supporting the managed services vendor contract for data center operations and cloud-hosted application architectures by addressing business, functional, technical, engineering, and operational needs. The position requires strong hands-on experience and expertise for data center operations, administration and engineering, network infrastructure design, system configuration, and technical troubleshooting.
The Senior Technology Analyst ensures compliance with applicable laws, guidelines, and Judicial Council policies, particularly in areas involving complex projects, technical requirements, and documentation tracking. The role also serves as a technical subject matter expert for the courts and acts as an escalation point for advanced technical issues.
This position operates under general direction and supervision.
The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.
RESPONSIBILITIES
· Serve as the technical subject matter expert for data center operations, engineering, administration, cloud hosting and third-party vendor operational support
· Serve at the Judicial Council lead and subject matter expert (SME) supporting technical consulting services to the courts for various IT initiatives, data center hosting, cloud migration services, and networking solutions.
· Cloud architecture and engineering specifically for Microsoft Azure, Microsoft 365 and Amazon Web Services (AWS).
· Microsoft server-based applications the agency uses: Active Directory, DNS, Email and critical applications and environments such as the virtual desktop and servers using VMware.
· Engineering and administration of MS365 licensed products
· Administration of enterprise systems including Active Directory, DNS, DHCP, Exchange email, mail archiving, utilizing the Microsoft 365 Admin Center
· Perform asset management and tracking functions, software licensing administration, maintains support coverage information
· Analyze, develop, and/or edit various court or Judicial Council Application Services, IT procedures, projects, reports, and technical documentation to ensure they follow industry best practices, meets contractual requirements and make recommendations based on technical expertise.
· Provide direction, oversight, and technical subject matter expertise in the development, review, and presentation of the Quarterly Capacity Plan (QCP).
· Manage a portfolio of various technical consultative support services that can be leveraged by the courts statewide.
· Subject matter expert for research and analysis for emerging technologies and processes to stay current with industry best practices. Develop communications and presentations for technical and non-technical audiences.

· Attends the Judicial Council technical team meetings (weekly)
· Attends the Judicial Council enterprise architect status meeting (weekly)
MINIMUM QUALIFICATIONS
Bachelor’s degree, preferably in computer science, information systems, or a related field, and five
(5) years of experience maintaining complex infrastructure with extensive knowledge in assigned
area of expertise such as servers, hardware, operating systems and/or network operating systems,
network hardware, telecommunications, and security.
Possession of a bachelor’s degree in computer science, information systems, or directly related field
may be substituted for one of the years of required experience. An additional four years of
professional experience as noted above may substitute for the bachelor’s degree. Or, additional
directly related experience and/or education may be substituted on a year-for-year basis.
OR
One year as a Technology Analyst with the Judicial Council of California or one year of experience
performing the duties of a class comparable in the level of responsibility to that of a Technology
Analyst in a California Superior Court or California state-level government entity.

· Knowledge of software development lifecycle
· Strong organizational skills
· Knowledge of public sector or court operations
· Strong computer science background
· Familiar with identity management
· Knowledge of LAN/WAN technologies, routing protocols, design, engineering, cloud exchanges
· Familiar with complex project and program management methodologies
· Familiar with developing reports and process documentation
· Works well both independently and in team environments
· Familiar with Disaster Recovery solutions
· Familiar with Enterprise security/cyber security best practices

PAYMENT & BENEFITS
$7,941 - $11,912 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
