EconSys is celebrating over 35 years in business and continues to experience steady growth in our HR Services division. Our office is expanding, our customer numbers have increased, and you'll find our products and services used by over 115 Federal agencies. With this increased business, we need an experienced retirement subject-matter expert to deliver pre-retirement, mid-career, and TSP/financial-planning seminars directly to our Government customers.
By joining the EconSys team, the selected individual will contribute to the accomplishments of the EconSys Federal Human Capital Solution business unit, and work in support of an employee-oriented, high-performance culture that emphasizes quality, productivity, and customer service.
Responsibilities:
The Federal Retirement Seminars Instructor is responsible for supporting EconSys on multiple Government contracts requiring on-site and virtual delivery of retirement, benefits, and financial-planning seminars at federal agency headquarters and field offices nationwide. The person selected for this position will provide a variety of support, including, but not limited to:
- Facilitate Mid-Career Retirement Seminars (typically 2 days, 30–35 participants) covering FERS, FEGLI, FEHB, TSP, Social Security, and financial planning fundamentals.
- Conduct financial planning seminars.
- Facilitate Pre-Retirement Planning Seminars (typically 3 days, 30–35 participants) covering CSRS and FERS retirement options, FEHB and FEGLI continuation into retirement, TSP withdrawal and annuity elections, Social Security and Medicare coordination, survivor benefits, financial and estate planning, legal considerations including wills, life after retirement, and health and wellness.
- Deliver focused FERS and TSP financial-planning training sessions (typically 8 hours, ≈25 participants per session) for agencies with shorter-format requirements.
- Conduct seminars in person at agency headquarters and field offices nationwide and virtually via Microsoft Teams, Adobe Connect, and similar collaboration platforms.
- Maintain and update seminar binders, slide decks, exercises, and self-study materials to reflect current OPM, IRS, TSP, FEHB, and Social Security Administration guidance.
- Develop tailored content modules when agency clients request agency-specific topics such as retirement application checklists, sick leave conversion, special service credit, or military deposit/redeposit calculations.
- Coordinate with the EconSys FedHR Navigator product team to align seminar content with the platform's Retirement and Benefits Calculator, Retirement Planner, and eSeminar modules.
- Serve as a named instructor and subject-matter expert in EconSys proposal responses, including providing instructor bios, sample agendas, and references for past performance.
- Support business development by participating in capability briefings, client demonstrations, and pre-award discussions with Contracting Officers and CORs.
- Maintain accurate session rosters, attendance records, and post-seminar reports for each task order.
- Coordinate logistics with the EconSys delivery team for binder production and shipping (typically 7 business days before each session) and on-site AV setup.
- Ensure all participant materials meet Section 508 accessibility requirements.
- Capture lessons learned and participant feedback after each session to drive continuous improvement of curricula and delivery.
- Comply with all contract-specific COR direction, organizational conflict of interest requirements, and federal information-handling rules.
Qualifications:
- Able to obtain and maintain a Public Trust (ship required).
- Innate ability to deliver retirement seminars to federal employees.
- Exceptional cognitive thinking, written and verbal communication skills, empathy, and an assertive approach are essential.
- The ideal candidate can relate to people in a classroom, answer their questions, and engage them in solving analytical challenges.
- Ability to set up financial scenarios in a spreadsheet and work with economic assumptions (e.g., inflation, rate of return on investments, statistical volatility) is a plus.
- Demonstrated experience presenting retirement and benefits content to multi-day classroom audiences of 25–35 participants.
- Demonstrated experience delivering training virtually via Microsoft Teams or comparable platforms.
- Working, hands-on knowledge of CSRS and CSRS Offset, FERS (including special-category provisions for law enforcement, firefighters, air traffic controllers, and other covered groups), TSP (contributions, in-service withdrawals, post-separation withdrawals, and annuity elections), FEHB (including the five-year rule) continuation into retirement), FEGLI (including coverage continuation rules and post-65 reductions), Social Security and Medicare as they affect federal retirees (including the Windfall Elimination Provision and Government Pension Offset), survivor benefits, voluntary contributions, military deposits and redeposits, sick leave conversion, Service Computation Date determination, USERRA, military buyback, and disability retirement processing.
- Proven ability to translate complex regulatory content into clear, accurate guidance for non-specialist audiences.
- Strong public-speaking and classroom-facilitation skills, with the patience and approachability needed for sensitive personal-finance topics.
- Strong content-development skills.
- High personal integrity and discretion when handling employees' sensitive personal and financial information.
- Detail-oriented with a commitment to factual accuracy in every interaction.
- Reliable and self-directed when working remotely or onsite at client locations.
- Ability and willingness to travel up to 40% of the time across the continental United States, including extended day trips and overnight stays at agency field offices.
- Must be proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams) and comfortable with Adobe Connect or comparable virtual-classroom platforms.
Preferred Qualifications:
- Previous training or experience in financial planning is a plus.
- Prior employment as a federal HR Specialist (Retirement and Benefits), GS-12 or above.
- Hands-on experience with EconSys FedHR Navigator or comparable federal HR systems (e.g., NFC, eOPF, USA Performance, HR Links).
- Experience supporting OPM-led inspections, DEU audits, or other federal HR compliance reviews.
- Prior briefing experience with military retirees, disabled veterans, and senior agency leadership.
- Familiarity with FERCCA processing and complex service-history cases.
- Veteran or veteran-preference eligible.
- Active Public Trust is a plus.
Education:
- A college background in economics at the BA level or higher and humanities fields that reflect on required innate abilities.

Experience:
- A minimum of 10 years of professional experience in federal benefits and retirement programs.
- A minimum of 5 years of experience conducting specialized training or seminars on FERS, CSRS, and TSP.
- A minimum of 5 years of experience as a Federal HR Specialist with a focus on Retirement and Benefits is preferred.
- A minimum of 2 years of experience with FedHR Navigator or similar federal HR system is preferred.
