Overview
We are seeking a Senior Project Manager to lead complex technical initiatives within a large Integrated Eligibility System environment. This role will provide project leadership across scope, schedule, budget, risks, resources, vendor implementations, and data-related activities while coordinating with technical teams, business stakeholders, and program governance groups.
Duties
- Provide leadership and oversight to project managers and support overall program objectives from a project management perspective.
- Define and manage project scope, schedules, budgets, milestones, and deliverables.
- Monitor schedule and budget variances and develop mitigation strategies for project risks.
- Proactively identify, assess, track, and mitigate project risks, issues, dependencies, and decisions.
- Manage project activities in accordance with established change control processes.
- Lead project teams throughout the systems development lifecycle, including requirements, technical design, development, testing, deployment, training, and pilot implementation.
- Manage project communication plans, actions, decisions, risks, issues, and interdependencies.
- Manage resources within a matrixed organization and coordinate resource allocation based on project priorities.
- Lead project groups and coordinate activities across stakeholder organizations.
- Facilitate meetings to clarify business requirements, technical requirements, priorities, and project decisions.
- Collaborate with business and technical stakeholders to ensure project objectives, responsibilities, and expectations are clearly defined.
- Oversee and coordinate system integration vendor implementations, including scope, methodology, resource management, deliverables, approvals, and progress reporting.
- Support data conversion, data modeling, legacy system transition, ETL coordination, and data quality validation activities.
- Prepare and deliver regular project status reports to program leadership, sponsors, steering committees, and governance groups.
- Perform other related project management duties as assigned.
Mandatory Qualifications
- 7+ years of experience working on complex projects, including 2+ years of experience in a leadership role as a Project Manager.
- 12+ years of experience as a PMO Project Manager.
- 12+ years of experience working within or supporting a Project Management Office.
- Experience managing projects supporting a Health and Human Services eligibility system involving at least one of the following domains: Medicaid, Public Assistance, SNAP, HEAP, Child Care, or Fair Hearings.
- Experience with data conversion and data modeling.
- Experience working with legacy systems and ETL teams.
- Experience validating data quality during system implementation, conversion, or modernization initiatives.
- Experience defining and managing project scope, schedule, budget, risks, issues, and dependencies.
- Experience managing projects throughout the systems development lifecycle.
- Experience managing resources within a matrixed organization.
- Experience overseeing systems integration vendors, deliverables, and implementation activities.
- Experience preparing and presenting project status reports to senior leadership and governance groups.
- Strong leadership, stakeholder management, and communication skills.
- Associate’s degree or combination of experience and education.
Desirable Qualifications
- 6+ months of experience managing a program budget of at least $100 million.
- 7+ years of experience actively managing resource-loaded project schedules and resource assignments using Microsoft Project and Microsoft Project Online, including VBA scripting.
- 7+ years of experience working with data governance, privacy, and compliance standards.
- 5+ years of experience working in Agile development environments and managing technical projects.
