This engagement offers the opportunity to work directly with IT leaders and subject-matter experts, help establish durable standards and documentation practices, and produce work that will materially improve the County's operational resilience and ability to serve employees and citizens.
WHY IS THIS POSITION OPEN New contract role supporting the County's
Cybersecurity Program and
Documentation Recovery initiative. The position is being added to address documentation gaps, reduce reliance on institutional knowledge, improve operational resilience, and establish repeatable, maintainable documentation. Initial term is 12 months, full-time (approximately 40 hours per week), with possible extension.
SCOPE OF THE PROJECT The Business Analyst will serve as the discovery and analysis lead for the Documentation Recovery initiative. Working across Information Technologies and with key County stakeholders, the BA will inventory and assess existing documentation, interview subject-matter experts, document current-state processes and technology dependencies, identify documentation and process gaps, and organize findings into structured inputs for the Technical Writer and IT leadership. The work will support cybersecurity, operational continuity, knowledge transfer, disaster recovery, and long-term documentation governance.
DAILY DUTIES / RESPONSIBILITIES - Lead discovery sessions, interviews, and workshops with IT teams and County stakeholders.
- Inventory existing technical, operational, security, system, application, infrastructure, and recovery documentation.
- Analyze and document current-state business and IT processes, workflows, roles, dependencies, handoffs, and pain points.
- Create process maps, workflow diagrams, data/process flows, inventories, matrices, and other analysis artifacts using Microsoft Visio and Microsoft 365.
- Identify documentation gaps, single points of knowledge, process risks, inconsistencies, and opportunities for standardization.
- Gather, organize, validate, and prioritize requirements for SOPs, runbooks, knowledge articles, system documentation, and recovery documentation.
- Translate SME knowledge into clear, structured source material and collaborate closely with the Technical Writer.
- Facilitate review and validation sessions to ensure documented processes accurately reflect County operations.
- Maintain a documentation backlog, status tracking, priorities, ownership, and dependencies.
- Support development of documentation standards, templates, governance, ownership, review cycles, and repository organization.
ADDITIONAL SKILLS & DUTIES - Ability to analyze undocumented or inconsistently documented processes and convert institutional knowledge into structured artifacts.
- Excellent written, verbal, organizational, and analytical skills.
- Ability to manage multiple workstreams, priorities, dependencies, and deliverables with limited supervision.
REQUIRED SKILLS (RANKED IN ORDER OF IMPORTANCE) - 10+ years of demonstrated business analysis experience in complex IT or technology environments.
- Strong requirements elicitation, interviewing, facilitation, and stakeholder-management skills.
- Advanced proficiency with Microsoft 365, including Word, Excel, PowerPoint, Teams, SharePoint, and related collaboration tools.
- Strong proficiency with Microsoft Visio for process mapping, workflow documentation, and technical/business diagrams.
- Experience working with technical SMEs across infrastructure, applications, service delivery, cybersecurity, or similar IT disciplines.
PREFERRED SKILLS (RANKED IN ORDER OF IMPORTANCE) - Experience with documentation recovery, IT operational maturity, knowledge-management, or process-standardization initiatives.
- Experience documenting cybersecurity, infrastructure, disaster recovery, business continuity, or IT service-management processes.
- Experience with SharePoint-based documentation repositories and governance.
- Familiarity with ITIL, NIST, CIS, or other recognized IT/security frameworks.
- Government or other highly regulated environment experience.
EDUCATION & CERTIFICATIONS - REQUIRED EDUCATION:
- Bachelor's degree in Information Technology, Information Systems, Business, or a related field, OR equivalent relevant professional experience.
- Note: Demonstrated experience and quality of prior work are more important than a specific certification.
- PREFERRED CERTIFICATIONS:
- CBAP, CCBA, PMI-PBA, PMP, ITIL Foundation, or comparable professional certification.
- Note: Certifications are preferred but will not substitute for demonstrated experience and strong work products.
INTERVIEW PROCESS Resume and work-product/portfolio review followed by
one panel interview with IT leadership and key subject-matter experts. Candidates should provide sanitized examples of prior business-analysis deliverables such as process maps, workflow diagrams, requirements documents, current-state assessments, inventories, matrices, or comparable artifacts. Portfolio quality and the candidate's ability to explain how the work was developed will be important selection factors.
