Position Summary

Defined Software Development is seeking an experienced Business Analyst for a contract consulting opportunity supporting a large-scale enterprise technology initiative in the Tallahassee area.

The ideal candidate will have extensive experience supporting enterprise application development, modernization, or digital transformation initiatives, with strong skills in requirements analysis, business process analysis, Azure DevOps, technical documentation, application testing, and stakeholder collaboration.

Candidates must reside in Florida and be available to work in Tallahassee, FL if required.

Key Responsibilities

Facilitate requirements-gathering sessions, stakeholder meetings, and workshops.
Analyze business processes, conduct gap analysis, and identify opportunities for automation, modernization, and efficiency improvements.
Collaborate with business stakeholders, developers, architects, testers, and project managers to define solution requirements.
Translate business needs into actionable requirements, user stories, and acceptance criteria.
Develop and maintain process flows, use cases, and requirements traceability matrices.
Maintain and prioritize requirements artifacts within Azure DevOps.
Support backlog refinement, sprint planning, sprint reviews, and retrospectives.
Coordinate requirements reviews, walkthroughs, and stakeholder approvals.
Identify and document impacts to business processes, data, integrations, security, and reporting.
Support development teams by clarifying requirements and resolving functional questions.
Assist testing teams with requirements validation, defect triage, and User Acceptance Testing.
Support cloud modernization initiatives and Azure-hosted application enhancements.
Document integration requirements, API dependencies, authentication requirements, and data exchange processes.
Support production deployments, implementation planning, and post-release validation.
Ensure requirements and solutions align with applicable governance, security, accessibility, and compliance standards.

Required Qualifications

Bachelor's degree.
Minimum 7 years of experience as a Business Analyst supporting enterprise application development, modernization, or digital transformation initiatives.
Minimum 7 years of experience producing technical documentation related to requirements, specifications, traceability matrices, designs, or testing.
Minimum 7 years of experience with Azure DevOps or a comparable Application Lifecycle Management platform, including backlog management, requirements management, sprint planning, and release tracking.
Minimum 7 years of experience testing custom or off-the-shelf applications, reports, large data sets, or dashboards.
Minimum **7 years of experience conducting business process analysis, gap analysis, workflow modeling, and future-state solution design.
Minimum **3 years of experience developing user stories, acceptance criteria, process flows, use cases, and requirements traceability matrices.
Minimum **1 year of experience working with Visual Studio .NET.
Proficiency with Microsoft Word, Excel, Visio, Project, PowerPoint, and SharePoint.
Strong written and verbal communication skills, including experience facilitating stakeholder meetings, workshops, and requirements sessions.
Experience working on large-scale implementation projects involving multiple technologies, functions, and stakeholder groups.
Experience supporting public sector, early education, workforce, or human services systems.
Experience supporting modernization initiatives involving migration from legacy applications to Azure-hosted solutions.

Preferred / Additional Experience

Experience working with enterprise application modernization and cloud transformation initiatives.
Experience collaborating across business and technical teams with diverse and competing requirements.
Experience supporting API integrations, authentication requirements, data exchange processes, and enterprise reporting.
