Title: Business Analyst (On-site)

Location: Tallahassee, FL 32301 || Duration: Long-Term

Required Skills and Experience

* Minimum 7 years of experience as a Business Analyst supporting enterprise application development, modernization, or digital transformation initiatives.
* Minimum 7 years of experience producing technical documentation related to requirements, specifications, traceability matrices, designs, or testing.
* Minimum 7 years of experience utilizing Azure DevOps (or comparable Application Lifecycle Management platform) for backlog management, requirements management, sprint planning, and release tracking.
* Minimum 7 years of experience testing custom or off-the-shelf applications, reports, large data sets, or dashboards.
* Minimum 7 years of conducting business process analysis, gap analysis, workflow modeling, and future-state solution design.
* Minimum 3 years of experience developing user stories, acceptance criteria, process flows, use cases, and requirements traceability matrices.
* Minimum 1 year of experience working with Visual Studio .NET.
* Proficiency with Microsoft Word, Excel, Visio, Project, PowerPoint, and SharePoint.
* Strong written and verbal communication skills, including experience facilitating stakeholder meetings, workshops, and requirements sessions.
* Demonstrated experience with large-scale implementation projects that are high-profile, include multiple technologies and functions, and collaborated with multiple stakeholder groups with diverse and competing needs and expectations.
* Experience supporting public sector, early education, workforce, or human services systems.
* Experience supporting modernization initiatives involving migration from legacy applications to Azure-hosted solutions.

Primary Responsibilities

* Facilitate requirements gathering sessions and stakeholder workshops.
* Analyze business processes and identify opportunities for automation, modernization, and efficiency improvements.
* Collaborate with business stakeholders, developers, architects, testers, and project managers to define solution requirements.
* Translate business needs into actionable requirements, user stories, and acceptance criteria.
* Maintain and prioritize requirements artifacts within Azure DevOps.
* Support planning activities, including backlog refinement, sprint planning, reviews, and retrospectives.
* Coordinate requirements reviews, walkthroughs, and approvals with stakeholders.
* Identify and document impacts to business processes, data, integrations, security, and reporting requirements.
* Support development teams by clarifying requirements and resolving functional questions.
* Assist testing teams with requirements validation, defect triage, and User Acceptance Testing activities.
* Support cloud modernization initiatives and Azure-hosted application enhancements.
* Work with technical teams to document integration requirements, API dependencies, authentication requirements, and data exchange processes.
* Support production deployments, implementation planning, and post-release validation activities.
* Ensure requirements and solutions align with agency governance, security, accessibility, and compliance standards.

Education

* Bachelor of Science/Arts degree.
