Position Summary
4Consulting, Inc is seeking a qualified Project Management Specialists to support technology consulting, application development, systems analysis, testing, data management, cybersecurity, infrastructure, or project delivery services for client projects. The selected candidate will perform duties consistent with the client’s project requirements and company delivery standards.
Essential Duties and Responsibilities
The candidate will be responsible for:
- Lead technical delivery teams through solution design, development, deployment, implementation, and ongoing operational support while ensuring milestones, schedules, and deliverables are achieved.
- Manage project resources, priorities, dependencies, risks, and day-to-day activities; provide direction to technical personnel and coordinate across development, architecture, QA, engineering, and operations teams.
- Oversee project planning, documentation, status reporting, budgets, schedules, and stakeholder communications while ensuring requirements and product objectives are translated into timely deliverables.
- Mentor and supervise delivery personnel, contractors, and technical managers; establish accountability, resolve delivery challenges, and maintain effective collaboration throughout the project lifecycle.
Minimum Qualifications

Education
|
Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or related field, or equivalent combination of education and experience.
|
|
Experience
|
10+ years of overall IT experience, including 5+ years of managerial experience leading technical delivery, large-scale implementations, and cross-functional technology teams.
|
|
Technical Skills
|
Cloud-native architecture, enterprise architecture, software development lifecycle, microservices, NoSQL databases, cloud technologies, modern application development, Agile/Scrum, project management, implementation management, risk and dependency management, technical delivery management.
|
|
Business / Domain Skills
|
- Experience supporting large-scale State Government Health and Human Services (HHS) applications, specifically Medicaid programs and Medicaid enterprise environments, including complex government business rules, integrated applications, data exchanges, regulatory requirements, and coordination across state, federal, and vendor stakeholders.
- Experience managing complex government technology initiatives across requirements, design, development, testing, implementation, and operational transition while coordinating state agencies, business teams, technical teams, vendors, and other stakeholders.
- Experience managing state Medicaid technology projects, including planning, requirements, design, development, testing, implementation, and operational transition. Experience coordinating state agencies, business stakeholders, technical teams, vendors, and implementation partners.
- Experience leading large-scale Medicaid implementations and healthcare product delivery, including implementation planning, delivery oversight, risks and dependencies, resource management, stakeholder coordination, and transition to operations.
