Senior Cloud GIS System AdministratorLocation: RemoteDescription:HigherEchelon is seeking a Senior Cloud GIS System Administrator to serve as the technical owner of an enterprise ArcGIS platform, with accountability for the servers, cloud resources, security configuration, and availability of the environment. The position additionally leads the technical migration of that platform into a consolidated government cloud environment.
This is the senior technical position on the program team. The successful candidate serves as the escalation point for complex platform incidents, establishes the architectural direction of the environment, and represents the technical position of the team in security and accreditation discussions with the customer.
This position is contingent upon contract award.
Key Responsibilities:- Install, configure, patch, upgrade, and troubleshoot ArcGIS Enterprise components (Portal, Server, Data Store, and Web Adaptor) across development, test, pre-production, and production environments.
- Manage the virtual machines, operating systems, storage, backups, and cloud resources supporting the platform.
- Lead the technical migration of the platform, its applications, and its supporting components into a consolidated cloud environment, including environment reconstitution and pre-cutover data validation.
- Implement and maintain a compliant security configuration, including Zero Trust principles, hardening baselines, established patching timelines, and IPv6 support.
- Administer user and service accounts under least privilege, including provisioning, deprovisioning, account auditing, and corrective action in response to anomalous activity.
- Manage incidents through an IT service management queue at a recurring volume of approximately 10 to 20 per week, meeting established service level agreements and conducting root cause analysis to prevent recurrence.
- Troubleshoot integration issues between ArcGIS and interfacing third-party systems.
- Support the customer through security accreditation activities for the consolidated environment.
Required Skills and Experience:- Demonstrated proficiency with Esri ArcGIS technology.
- Strong Windows Server and/or Linux system administration experience, including virtualization platforms.
- Hands-on experience administering cloud infrastructure (Microsoft Azure, Amazon Web Services, or comparable).
- Scripting and automation proficiency using PowerShell and/or Python.
- Experience with security hardening, patch management, and vulnerability remediation under a formal security policy in a federal, defense, healthcare, financial, or comparable regulated environment.
- Demonstrated root cause analysis capability on complex, multi-tier system and integration issues.
All work under this position shall be performed from within the United States.- Must be eligible to obtain and maintain a Public Trust security clearance (Tier 2 / Moderate Risk background investigation) and a federal Personal Identity Verification (PIV) credential.
Preferred Skills and Experience:- Esri ArcGIS Enterprise Administration Professional or ArcGIS Enterprise System Design Professional certification.
- Experience working in a federal government environment, particularly the Department of Veterans Affairs or another federal health agency.
- Experience operating within a government cloud region (Microsoft Azure Government, AWS GovCloud, or comparable).
- Experience migrating or consolidating an enterprise geospatial platform into a cloud environment.
- Experience with high availability and disaster recovery design, load balancing, and TLS certificate lifecycle management.
- Experience with Infrastructure as Code (Terraform, Bicep/ARM, CloudFormation) and containerization.
- Cloud administration certification (AZ-104, AZ-305, AWS SysOps Administrator, or AWS Solutions Architect), CompTIA Security+, or ITIL 4 Foundation.
- Prior military service or veteran status.
Education and Experience- Bachelor's degree in Computer Science, Information Systems, Information Technology, GIS/Geography, Engineering, or a related technical discipline, or equivalent professional experience
- Five (5) to ten (10) years of system administration experience, including a minimum of five (5) years administering ArcGIS Enterprise across a multi-environment deployment.
