Description:

Seeking a Lead GIS Database Administrator to own the data layer of an enterprise geospatial platform, including the SQL Server instances, the spatial geodatabases, and the integrity of the data maintained within them.

The position combines senior database administration with substantial customer-facing responsibility. In addition to administering the database environment, the Lead GIS Database Administrator leads production data triage and recurring data quality analysis, and serves as the program's front line for end user support, map and floor plan development, and recurring user training.

Key Responsibilities:
  • Administer SQL Server instances and Esri Spatial Database Engine (SDE) geodatabases, ensuring availability, performance, and data integrity, and executing backup and recovery, patching, and upgrade activities.
  • Load, transform, and update GIS data using SQL, Python, and automated scripts independent of the ArcGIS user interface.
  • Maintain geodatabase health, including versioning workflows, reconcile and post operations, compression, archiving, and correction of orphaned records.
  • Lead production data triage by determining root cause of missing or mismatched data, applying corrective scripts, coordinating with designated data authorities, and verifying corrections with the customer.
  • Lead a recurring data status meeting with data authorities to drive process improvement and close out open data corrections.
  • Develop and execute recurring queries that identify data inconsistency patterns, including analyses that surface anomalous user and population activity within customer portals.
  • Provide Tier 1 and Tier 2 end user support for GIS data and applications.
  • Develop and maintain web maps and indoor floor plans derived from CAD, BIM, and LAS data sources.
  • Deliver recurring monthly training sessions and weekly virtual office hours, and maintain current user guides and online help content.

Required Skills and Experience:
  • Demonstrated proficiency with Esri ArcGIS technology.
  • Advanced SQL proficiency, including the ability to author complex diagnostic queries, isolate data defects, and script corrective actions.
  • Python scripting for data operations (ArcPy, ArcGIS API for Python, or comparable) and hands-on ETL experience.
  • Demonstrated experience in data integrity analysis and root cause determination on production data issues.
  • Experience authoring web maps and working with CAD, BIM, and/or LAS data sources.
  • Demonstrated effectiveness in a customer-facing capacity, including training delivery, facilitation of recurring meetings, and development of documentation for non-technical audiences
  • All work under this position shall be performed from within the United States.
  • Must be eligible to obtain and maintain a Public Trust security clearance (Tier 2 / Moderate Risk background investigation) and a federal Personal Identity Verification (PIV) credential.

Preferred Skills and Experience:
  • Esri ArcGIS Enterprise Geodata Management Professional or ArcGIS API for Python Associate certification.
  • Experience working in a federal government environment, particularly the Department of Veterans Affairs or another federal health agency.
  • Experience handling PII or PHI under HIPAA or comparable data protection requirements.
  • Experience with anomaly, misuse, or fraud pattern analysis across a user population.
  • Experience with ArcGIS Indoors and indoor floor plan data models.
  • Experience with FME, SSIS, or comparable ETL platforms; PowerShell automation; and Power BI or ArcGIS Dashboards.
  • Experience mentoring junior analysts or administrators.
  • Prior military service or veteran status.

Education and Experience:
  • Bachelor's degree in Computer Science, Information Systems, GIS/Geography, Data Science, or a related technical discipline, or equivalent professional experience.
  • Five (5) to ten (10) years of database administration experience, including a minimum of five (5) years administering SQL Server and Esri SDE geodatabases.
