Senior GIS Programmer / DeveloperLocation: RemoteJob Description:HigherEchelon is seeking a Senior GIS Programmer / Developer to design and build the applications and integrations that connect customer systems to an enterprise ArcGIS platform. The position develops in Python and JavaScript against the ArcGIS APIs across the full delivery lifecycle, from requirements definition through testing and production release.
The successful candidate will own assigned projects end to end, including elaboration of requirements with business customers, design and development, test planning and execution, and promotion through formal release gate reviews into production. Work is assigned as a continuous mix of short-duration enhancements and multi-month development efforts.
This position is contingent upon contract award.
Job Responsibilities:- Develop applications and integrations in Python and JavaScript using the ArcGIS APIs.
- Develop web maps and web applications, automation scripts, geocoding workflows, and spatial analysis capabilities.
- Integrate the geospatial platform with third-party enterprise systems through REST APIs and modern web service patterns.
- Conduct requirements elaboration sessions with business customers and technical staff, and document agreed requirements for customer approval.
- Develop test plans, execute pre-production testing, and manage code promotion through formal release gate reviews.
- Deliver accessible applications that conform to Section 508 standards and can be demonstrated compliant upon delivery.
- Apply secure coding practices and remediate findings identified through application security scanning.
- Sustain delivered applications in production, escalating and resolving defects in accordance with established service level agreements.
Required Skills and Experience:- Demonstrated proficiency with Esri ArcGIS technology, including publishing and consuming services from ArcGIS Enterprise or Portal for ArcGIS.
- Experience integrating geospatial capability with third-party enterprise systems.
- Strong SQL proficiency and demonstrated ability to work directly against spatial and relational data sources.
- Experience eliciting requirements directly from business customers and producing formal requirements documentation.
- Experience developing test plans and managing code through a controlled release process.
- Proficiency with Git-based source control and Agile delivery practices.
All work under this position shall be performed from within the United States.- Must be eligible to obtain and maintain a Public Trust security clearance (Tier 2 / Moderate Risk background investigation) and a federal Personal Identity Verification (PIV) credential.
Preferred Skills and Experience:- Esri ArcGIS Maps SDK for JavaScript Associate, ArcGIS API for Python Associate, or ArcGIS Developer Foundation certification.
- Experience working in a federal government environment, particularly the Department of Veterans Affairs or another federal health agency.
- Experience delivering Section 508 or WCAG conformant applications; DHS Trusted Tester certification.
- Experience with ArcGIS Experience Builder, ArcGIS Dashboards, Survey123, Field Maps, or ArcGIS Indoors.
- Proficiency in additional languages such as .NET/C#, Java, or TypeScript.
- Experience implementing CI/CD and DevSecOps pipelines (Azure DevOps, GitHub Actions, or comparable).
- Experience with static analysis tooling such as Fortify and with automated testing frameworks.
- Prior military service or veteran status
Education and Experience- Bachelor's degree in Computer Science, Software Engineering, Information Systems, GIS/Geography, or a related technical discipline, or equivalent professional experience
- Five (5) to seven (7) years of application development experience, including substantive, hands-on experience with Python, JavaScript, and the ArcGIS APIs
