Advanced Business Analyst
Location: Tallahassee, FL-onsite
Key Responsibilities
· Gather, analyze, and document business and technical requirements.
· Work directly with business users, SMEs, technical teams, and leadership to understand goals, needs, and challenges.
· Research and document current business processes, workflows, system interactions, dependencies, and cross-functional relationships.
· Develop As-Is and To-Be process models, workflow diagrams, gap analyses, and process improvement recommendations.
· Create business requirements, functional requirements, technical specifications, use cases, business rules, and other analysis documentation.
· Translate complex business requirements into clear technical specifications for development teams.
· Facilitate workshops, meetings, interviews, and requirements-gathering sessions with stakeholders at different levels.
· Support solution design and evaluate potential technical and business solutions.
· Identify opportunities to improve processes, eliminate duplicate functionality, and address gaps in existing applications.
· Develop business cases, feasibility studies, executive summaries, and other decision-support materials.
· Support application modernization, remediation, migration, and sunset initiatives.
· Identify application dependencies, migration requirements, prerequisites, and readiness activities.
· Track remediation and modernization activities and coordinate with business and technical teams.
· Support testing activities, including functional, regression, system integration, data validation, load, and performance testing.
· Develop and review test scenarios, test cases, and other testing documentation.
· Ensure requirements and documentation remain complete, accurate, and up to date throughout the Software Development Lifecycle (SDLC).
· Analyze information from multiple sources and present complex information in clear, concise, and executive-ready formats.
· Support performance measurement, reporting, and continuous improvement activities.
· Maintain effective working relationships across business units, technology teams, security teams, directors, and other stakeholders.
· Communicate technical and business information clearly to both technical and non-technical audiences.
Required Education
· Bachelor's or Master's degree in Business Administration, Communication, Information Systems, or a related field.
· Equivalent professional experience may be considered in place of the educational requirement.
Required Experience
· Minimum 8 years of experience in business process analysis and requirements documentation.
· Experience independently facilitating meetings and workshops with executives and Subject Matter Experts (SMEs).
· Strong experience with business process analysis, requirements gathering, and documentation.
· Experience with process mapping and modeling, preferably using Microsoft Visio.
· Strong experience with Microsoft Office, especially Word, Excel, PowerPoint, and Visio.
· Experience translating business requirements into technical specifications.
· Knowledge of data migration practices.
· Experience with software testing and quality assurance methods and tools.
· Knowledge of change and release management processes.
· Experience with SharePoint and Microsoft Teams for collaboration and document management.
· Experience working throughout the SDLC.
· Experience working with both technical and business teams in complex environments.
Preferred Experience
· Experience with Azure DevOps for managing user requirements, work items, and backlogs.
· Experience with Power BI.
· Knowledge of Florida Administrative Code Rules 60GG-1 through 60GG-5.
· Experience with State of Florida IT standards, methodologies, governance, and project management practices.
· Experience supporting large-scale modernization, remediation, migration, or application sunset initiatives.
Preferred Certifications
The following certifications are preferred but not required:
· Certified ScrumMaster (CSM)
· Certified Scrum Owner (CSO)
· Certified Business Analysis Professional (CBAP)
· PMI Professional in Business Analysis (PMI-PBA)
· PMI Agile Certified Practitioner (PMI-ACP)

· ITIL
