Overview:
GovCIO is currently hiring a Subject Matter Expert (SME) IT Logistician to serve as the single delivery and receiving coordinator for Task Force Raptor at the White House Communications Agency. This position will be located in the National Capital Region and will be onsite within the United States.
Responsibilities:
Serve as the single delivery and receiving coordinator for Task Force Raptor at the White House Communications Agency. Task Force Raptor is a multi-effort modernization of the communications enterprise supporting the President. This generates a continuous flow of inbound material: IT equipment, network and electrical components, building materials, racks, cabling, HVAC, and construction supplies arriving from multiple vendors and integrators. The SME owns the end-to-end delivery process for all Task Force Raptor efforts, from vendor scheduling through security clearance of drivers and cargo, security inspection, offload and material handling, temporary storage, and hand-off to the installing team. The SME is the person WHCA security, facilities, the Secret Service, and every project lead call to get material through the gate and onto the floor without a security incident, a safety incident, or a schedule slip.
- Own the consolidated delivery schedule for all Task Force Raptor efforts; deconflict deliveries across projects, vendors, loading dock capacity, storage space, and security availability, and publish a forward-looking delivery calendar to all project leads.
- Coordinate security requirements for every delivery: submit driver and vehicle access requests, coordinate escorts, and schedule security inspections of cargo with WHCA security, JBAB installation security, and the U.S. Secret Service for deliveries to the White House complex; ensure vendors meet WAVES, lead-time, and documentation requirements before dispatch.
- Plan and supervise material handling for each delivery: forklift, crane, rigging, and manual offload; verify vendor lift plans and rigging, confirm equipment and operator certifications, and stop unsafe operations.
- Manage temporary storage: allocate staging and laydown space, maintain custody and accountability of stored material by project, enforce classified and controlled-item handling rules, and coordinate movement from storage to installation sites.
- Receive, inspect, and document all inbound material against purchase orders and packing lists; identify damage, shortages, and discrepancies and drive resolution with vendors and project leads.
- Coordinate with WHCA facilities, base civil engineering, and construction contractors on building material and electrical deliveries, including permits, road closures, crane placement, and utility outages tied to deliveries.
- Maintain the delivery and receiving record for the official record: dates, contents, inspections, custody transfers, incidents, and disposition; feed delivery status into the Task Force Raptor system of record.
- Develop and enforce delivery SOPs covering security, safety, hazmat, OPSEC, and chain of custody; brief vendors and new project teams on the process.
- Serve as liaison among project leads, vendors, freight carriers, WHCA security and facilities, the Secret Service, and government logistics staff; brief Task Force leadership on delivery status, risks, and bottlenecks.
- Manage government-furnished and contractor-acquired equipment accountability during the receiving-to-installation window in the designated asset management system.
Qualifications:
Bachelor\'s with 10+ years (or commensurate experience)
Required Skills and Experience
- Clearance Required: Active TS/SCI clearance with Yankee White eligibility.
- Bachelor\'s degree and 10 years of progressive logistics, receiving, or construction material coordination experience; at least 5 years coordinating deliveries into secure DoD or federal facilities.
- Demonstrated experience coordinating vendor, driver, and cargo access and inspection into the White House complex or a comparable Secret Service-protected facility.
- Working knowledge of material handling operations, including forklift and crane lifts, rigging, and load planning, and of OSHA construction and warehouse safety requirements.
- Experience managing multi-project delivery schedules and laydown or storage space for concurrent IT and construction efforts.
- Experience with receiving inspection, discrepancy reporting, and property accountability in a DoD asset management system.
- SOLE Certified Professional Logistician (CPL) or ASCM Certified in Logistics, Transportation and Distribution (CLTD).
- OSHA 30-Hour Construction.
- Valid driver\'s license and ability to obtain government vehicle operator credentials.
- Physical ability to work on loading docks and construction sites, lift and move material up to 50 lbs, and work extended or off-hours to meet delivery windows.
- Preferred Skills and Experience
- Active Yankee White clearance.
- Powered industrial truck (forklift) operator certification; NCCCO Rigger Level I or Signal Person certification.
- DOT hazardous materials general awareness training or Certified Hazardous Materials Manager.
- Prior WHCA, WHMO, or Secret Service logistics coordination experience.
- Experience with Jira or Confluence for delivery tracking and reporting.
- Prior military service in logistics, supply, or transportation career fields.
