Overview

We are seeking a dynamic, mission-driven Program Manager to lead full lifecycle execution of task orders under the WEXMAC 2.0 Indefinite Delivery, Indefinite Quantity (IDIQ) contract - a Navy-managed, enterprise-level vehicle supporting worldwide expeditionary logistics, operational integration, and global contingency response. This is a high-visibility, revenue-generating leadership role that sits at the intersection of national defense priorities and complex program execution.

The Program Manager serves as the primary point of accountability for all assigned task order performance, financial outcomes, and stakeholder relationships. Operating in a rapid-response, mission-critical environment, this individual will drive program delivery from award through closeout, ensuring quality, compliance, schedule, and profitability targets are consistently met or exceeded.

This role demands a leader who thrives under operational tempo, communicates with authority to senior government customers and executive leadership, and brings a track record of P&L ownership within DoD contracting environments.

The Program Manager - WEXMAC 2.0 will:
  • Lead end-to-end task order execution from solicitation through award and delivery
  • Manage program P&L, revenue growth, and margin performance
  • Establish rapid-response processes to meet compressed timelines
  • Build and manage a network of logistics and service vendors
  • Oversee delivery across logistics, transportation, supply, and base support domains
  • Serve as primary interface with partners, customers, and leadership
  • Apply commercial supply chain management principles to plan, coordinate, and optimize sourcing, procurement, transportation, inventory, vendor capacity, and service delivery across WEXMAC task orders. Establish practical supply chain strategies that improve cost control, responsiveness, resilience, quality, and customer outcomes in expeditionary operating environments.
  • Lead contract formation and administration activities, including understanding the relationship among solicitations, proposals, awards, task orders, subcontracts, purchase orders, master agreements, and governing terms and conditions. Ensure that master terms and conditions, flow-down requirements, pricing assumptions, performance obligations, changes, deliverables, acceptance criteria, and risk-allocation provisions are properly evaluated, negotiated, documented, and applied throughout program execution.

Other Duties:
  • This position may require occasional travel (less than 20%).
  • Ability to obtain and maintain a DoD Secret clearance

Security and Privacy Duties and Responsibilities:

Individuals working for DSS and/or Affiliate companies will be subject to security and privacy requirements as explained in HIPAA, FedRAMP, and NIST 800-53. Additionally, they are required to undergo specific FedRAMP training to ensure compliance with all associated controls and responsibilities in the day-to-day performance of their duties. Individuals working in departments that are considered to be in the high-risk category will be required to undergo advanced training based on their role and level of access. Individuals with access to modify data and the configuration baseline will require further training.

Required Skills:
  • Background in logistics or expeditionary operations
  • Demonstrated ability to manage program P&L, budgets, forecasts, revenue recognition, cost-to-complete analysis, cash flow considerations, and margin performance.
  • Strong commercial supply chain management knowledge, including sourcing, procurement, supplier qualification, demand and capacity planning, inventory management, transportation, warehousing, and last-mile or expeditionary logistics.
  • Ability to translate customer requirements and task-order objectives into executable operating plans, staffing models, procurement strategies, schedules, budgets, and performance metrics.
  • Working knowledge of contract formation, including solicitations, proposals, negotiations, awards, task orders, subcontracts, purchase orders, master agreements, and incorporated terms and conditions.
  • Ability to interpret, implement, and monitor master terms and conditions, subcontract provisions, flow-down requirements, service-level requirements, pricing structures, change provisions, indemnification provisions, and other commercial and contractual obligations.
  • Experience evaluating supplier and subcontractor commercial terms, pricing, capacity, lead times, delivery risk, quality, and performance history.
  • Ability to develop and manage supply chain performance indicators, including on-time delivery, fill rate, cycle time, supplier performance, cost variance, inventory turns, forecast accuracy, quality, and customer satisfaction.
  • Strong financial and operational analysis skills, including the ability to identify cost drivers, manage variances, evaluate tradeoffs, and implement corrective actions that protect profitability.
  • Demonstrated vendor, subcontractor, and partner-management skills, including negotiation, performance management, issue resolution, and relationship development.
  • Ability to identify and mitigate supply chain, contractual, operational, financial, cybersecurity, and business-continuity risks.
  • Proficiency with Microsoft Excel and related business, financial, enterprise resource planning, procurement, or supply chain management systems.
  • Excellent written and verbal communication skills, with the ability to present financial, contractual, operational, and supply chain information to customers, partners, executives, and internal stakeholders.
  • Ability to operate effectively in an ambiguous, time-sensitive, rapid-response environment while maintaining disciplined documentation, compliance, and decision-making processes.

Preferred Skills:
  • Experience supporting NAVSUP, NAVFAC, LOGCAP, or AFCAP programs
  • Experience in rapid-response proposal environments

Education:
  • Required: Bachelor's degree in Business, Logistics, Supply Chain, Engineering, or related field

Certification(s), Licenses:
  • Required:
  • PMP, CPCM, or DAWIA certification
  • Ability to obtain and maintain a DoD Secret clearance

Years of experience in a similar role:

Required:
  • 8+ years of program or operations management experience
  • 5+ years managing federal IDIQ or task-order contracts
