GENERAL DESCRIPTION: Performs advanced (seniorlevel) computer programming work involving overseeing the planning, scheduling, and assigning of programming projects; analyzing proposed computer applications; and providing technical programming assistance. Develops highly complex software applications in both Waterfall and AGILE development environments. Requires excellent communication skills to work closely with members of project team including business customers from project design through delivery. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Develop complex code using best practices and ensure the design and implementation fit within the system and requirements, ensuring performance measures are met.
2. Produce and review software deliverables and documentation throughout the design, development, testing and implementation phases.
3. Participate in peer code reviews and offer suggestions to improve code or correct potential design, functional, or performance issues.
4. Participate in meetings with technical and nontechnical personnel.
5. Work closely with all project team members (including project managers, developers, testers and business partners).
6. Identify issues and provide solutions to issues that arise during software development and testing.
7. Train and mentor junior developer staff in development methodology, software development lifecycle and establish business processes.
8. Provide project updates and status to team leads and/or management.
9. Ability to work on several projects, production issues, and day to day operations simultaneously.
10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
11. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education High School diploma or equivalent is required. Graduation from an accredited fouryear college or university with a major in Science, Technology, Engineering, and Mathematics or a related field is preferred.
Experience Minimum of five (5) years experience in designing, developing, and deploying mobile applications is required. Three (3) years experience in a structured (SDLC) Software Development Live Cycle environment is preferred. Experience with .Net platform, .Net Multiplatform App UI (MAUI) framework, and Microsoft Visual Studio, is required. Experience with Mobile Development for Android and Apple mobile devices is preferred.

Licensure and/or Certification If driving is required, must possess a valid driver license from state of residence.
Critical Organizational Infrastructure requirements This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. 791.4.
Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
Knowledge of the Software Development Life Cycle (SDLC) and multiple software methodologies, i.e. Waterfall and AGILE.
Knowledge of program design & specifications & system architecture as related to developing code unit testing and debugging.
Knowledge of development practices for designing, developing (coding), and implementing applications for complex business solutions.
Skill in designing programs and systems logic for coding, testing and correcting errors in computer programs.

Schedule and Travel Availability for afterhours, holidays, emergencies and weekend work may be required. This position may have the ability to telecommute based on the needs of the division/agency. Travel incity and surrounding area may be required.
