Mostly remote, with occasional onsite days in Hartford as the Point of Contact decides.Residency: Candidates must be local to Connecticut (or willing to commute or relocate).Duration: Oct 5, 2026 to Dec 31, 2026Schedule: Monday to Friday, 8 hours a day, 8:00 AM to 5:00 PM EasternRate: $75/hrProject Overview The Department of Public Health's Data Modernization Initiative is replacing scattered Excel and Word tracking with an automated Microsoft Power BI setup, delivered through a Data Submissions and CGMS (Contracts, Grants Management System) portal. The goals are to cut out manual data entry, enforce data governance, and give stakeholders real-time analytics.The CGMS workstream covers the full contract lifecycle:• Contractor information intake• Preparing the EDAR (Electronic Department Agreement Request) checklist• Submitting the EDAR, including fiscal data, contract type and supporting documents• Legal review of contract language• Contract development and initiation• Routing, approval and executionRole Summary The analyst designs, builds and manages Power BI data models, dashboards and reports that turn raw data into insight for leadership. They work alongside the IT development team, business analysts, QA testers, trainers and production support.Core Responsibilities• Clean, transform and shape raw data using Power Query and SQL.• Build stable relational data models and write custom DAX measures.• Create dynamic, multi-page dashboards and scorecards.• Translate business needs into KPIs and technical report specifications.• Deliver enterprise solutions on Microsoft Power Platform (Power Apps, Power Automate, Power BI and Power Pages).Required Technical Skills• Power BI Desktop and Power BI Service• DAX, including calculated columns, measures and complex filters• Power Query (M) and ETL from multiple data sources• Data modeling with relational and star schemas (fact and dimension tables)• SQL queries and Excel for ad hoc analysisPower Pages Development• Design, configure and customize Power Pages sites, including forms, lists, security and authentication.• Build responsive, accessible interfaces with Power Pages design studio, HTML, CSS and JavaScript.• Set up Web Roles, Table Permissions and Azure AD authentication.Visualization and Reporting• Design clear, interactive reports using bar charts, matrices and maps.• Understand KPIs and operational goals.• Gather requirements from business users and explain findings in plain terms, often in partnership with the workstream's business analyst.Education and Experience• A bachelor's degree in a quantitative field• 2+ years of data analysis, BI or report-writing experience• Strong SQL, DAX and data modeling skills• Experience with Power Query M transformations and building star schemas• Familiarity with Python or R is a plus.Compensation: $75 per hour
