Background

• The Connecticut Department of Public Health (CT-DPH) aims to predict, prevent, detect, and respond to public health threats faster and more efficiently than ever before. Under this initiative, CT-DPH is committed to achieving this vision by developing and deploying approaches that move the public health community from siloed and brittle public health data systems to connected, resilient, adaptable, and sustainable ‘response-ready’ systems capable of meeting today and tomorrow’s health challenges. 
• (Data Modernization Initiative (DMI) Program Overview 
• Various sections and programs currently track and manage critical information through disparate Excel files and Word documents. This manual, unstructured approach creates compliance risks, missed deadlines, and limited data visibility. Transitioning from a paper-based workflow to an automated Microsoft Power BI ecosystem through a Data Submissions and CGMS Portal has been a comprehensive, modernized, and successful strategy.  The core program goals focus on eliminating manual data entry, enforcing data governance, and providing stakeholders with real-time decision-support capabilities and data analytics.
• Workstream Overview – (CGMS) Contracts, Grants, Management SystemThe (CGMS) Contracting process manages the full lifecycle of contract development and execution, progressing through the following key stages.  The current environment combines manual and system-assisted processes that support the full lifecycle of grants, contracting, financial reporting, and payment/refund activities. The process begins with the Contractor Information Intake process and moves through the below steps/phases, ending with the routing, approval, and execution phase.
• Contractor Information Intake: Program initiates the process by providing contractor details and required supporting documentation.
• Electronic Department Agreement Request (EDAR) Checklist Preparation: Program compiles and validates all required documentation, approvals, and data elements necessary for contract routing.
• Electronic Department Agreement Request (EDAR) Submission: The formal contract request is submitted through the EDAR system, including fiscal data, contract type, and supporting materials for CMS review.
• Legal Review & Contract Language: Contract language is reviewed and revised collaboratively by Legal, Program, and CMS.
• Contract Development & Initiation: CMS prepares the appropriate contract template and ensures readiness for execution.
• Routing, Approval & Execution: The Contract Specialist manages approvals, signatures, and final contract execution and distribution.

About the Role

• We are seeking (1) skilled Power BI Analyst.  The Power BI Analyst will work with the Information Technology (IT) development team, in collaboration with Business Analysts, Quality Assurance Testers, Trainers, and the Production Support Information Technology team.
• The Power BI Analyst will design, build, and manage data models, interactive dashboards, and reports in Power BI to turn raw data into clear business insights and analyses that support leadership in evaluating key performance metrics, modeling behaviors, and data.

Core Responsibilities:

• Data Preparation: Clean, transform, and shape raw datasets using Power Query and SQL.
• Data Modeling: Build stable relational data models and write custom DAX (Data Analysis Expressions) formulas for metrics, reporting, and analysis.
• Visualization: Create dynamic, multi-page dashboards and scorecards for stakeholders.
• Collaboration: Translate business needs into key performance indicators (KPIs) and technical report specs.
• Deliver enterprise-grade solutions leveraging Microsoft Power Platform (Power Apps, Power Automate, Power BI, and Power Pages), aligning technology capabilities with business strategy and operational priorities.

Core Technical Skills

• Power BI proficiency: Ability to use Power BI Desktop and Service to clean, transform, and model data.
• DAX (Data Analysis Expressions): Master this formula language to build custom calculated columns, measures, totals, and complex filters.
• Power Query & ETL: Use Power Query to extract, transform, and clean raw data from multiple sources before loading it into your model. 
• Data Modeling: Design relational schemas, connect data sources, and configure star schemas with proper fact and dimension tables. 
• SQL & Excel: Write database queries in SQL and leverage Excel for preliminary data manipulation and fast ad hoc analysis.
• Knowledge: Power Pages Development
• Design, configure, and customize Power Pages websites, including forms, lists, security, permissions, and user authentication.
• Develop responsive, accessible, and user-friendly web interfaces using Power Pages design studio, HTML, CSS, and JavaScript.
• Implement Web Roles, Table Permissions, and authentication methods (Azure AD).

Visualization & Reporting

• Dashboard Design: Build clear, interactive, and user-friendly reports using core visuals like bar charts, matrices, and maps.
• Business Acumen: Understand key performance indicators (KPIs) and operational goals specific to our industry.
• Stakeholder Communication: Gather requirements effectively from business users and explain technical findings in simple terms.  This may be a partnership role with the workstream-appointed Business Analyst on our team.

Education and Experience

• A bachelor’s degree in a quantitative field; 2 or more years of data analysis experience, and strong technical proficiency in SQL, DAX, and data modeling.
• Generally, 2+ years of prior experience in business intelligence, data analys8is or report writing.
• Supplementary tools: Familiarity with Excel, Python, or R for advanced data manipulation.
• Data preparation: Experience with Power Query M transformation and building star.

Work Location & Hours

• Occasionally, work may be performed onsite at 410 Capitol Avenue, Hartford; otherwise, the work will be remote (as determined by the Point of Contact).
• All work shall occur between the hours of 8:00 am and 5:00 pm on official workdays in the State of Connecticut or as otherwise approved by the Point of Contact.
