Title: Oracle APEX/PLSQL Developer

Ideal Candidate Profile: Seeking an experienced Oracle APEX/PLSQL Developer with strong Oracle Database, SQL, and PL/SQL expertise who can successfully modernize legacy Oracle PL/SQL Web Toolkit applications. The ideal candidate will have hands-on Oracle APEX development experience, strong web application security knowledge, and the ability to deliver secure, scalable solutions supporting critical public health systems.The selected candidate will play a key role in migrating legacy Oracle PL/SQL Web Toolkit applications running on Mod PL/SQL Gateway to modern, secure, and scalable Oracle APEX applications. The position requires strong expertise in Oracle database technologies, PL/SQL development, and web application modernization while ensuring compliance with HIPAA regulations and safeguarding sensitive PII and PHI data.
Key Responsibilities:
Design, develop, and support Oracle APEX applications for vital records modernization projects.
Migrate existing Oracle PL/SQL Web Toolkit applications and modules to Oracle APEX.
Develop and optimize complex SQL queries, PL/SQL packages, procedures, functions, and triggers.
Implement secure, scalable, and maintainable web applications following industry best practices.
Develop and support integrations with internal and external systems using RESTful and SOAP web services.
Collaborate with business stakeholders, analysts, and technical teams to gather requirements and deliver solutions.
Troubleshoot, enhance, and maintain mission-critical applications supporting state and federal agency data exchanges.
Ensure compliance with security standards, HIPAA requirements, and data protection policies.
Required Skills & Experience:
Strong experience with Oracle Database 11g/18c/19c.
Advanced SQL and PL/SQL development expertise.
Hands-on experience with Oracle APEX development.
Experience working with Oracle PL/SQL Web Toolkit applications.
Proficiency in JavaScript and/or jQuery.
Experience developing secure web applications handling sensitive data.
Preferred Skills:
Experience with RESTful and SOAP web services.
Knowledge of application modernization and migration projects.
