Tyler Munis Implementation Consultant (Remote, Contract)
The Thor Group is seeking an experienced Tyler Munis Implementation Consultant to support our client, a mid-size municipal government in Eastern Virginia, through the implementation and optimization of Tyler Munis. This is a hands-on consulting engagement for an individual with solid experience implementing and supporting Tyler Munis in a municipal environment.
The consultant will work closely with our client’s project team and functional subject-matter experts, who are implementing Tyler Munis for approximately 200 Munis end users and supporting an organization of approximately 3,000 employees.
The successful candidate will have a deep understanding of payroll processes, as well as direct, hands-on experience participating in a previous Tyler Munis implementation. Experience with municipal payroll, HR, benefits, and financial operations is strongly preferred.
This position will be primarily remote, but the consultant should be prepared for several trips to the City's location in Eastern Virginia throughout the engagement.

Key Responsibilities
The Tyler Munis Implementation Consultant will provide hands-on assistance throughout implementation, testing, troubleshooting, and system optimization, including:
- Support implementation activities for the Payroll, Human Resources, Benefits, and Financial modules.
- Participate in and support parallel payroll testing, including identifying discrepancies, researching root causes, and working with the project team to resolve issues.
- Troubleshoot functional and configuration issues within Tyler Munis and help determine appropriate solutions.
- Assist with cloning people/employee records and related data and configuration activities.
- Review and optimize workflows and business processes within Munis to improve efficiency, usability, and accuracy.
- Assist with configuration and customization of the Tyler Hub to support the City's operational needs.
- Assist with implementation, configuration, testing, and troubleshooting of the employee self-service portal.
- Work with City personnel to identify process gaps and opportunities to improve the use of Munis.
- Provide functional guidance to payroll, HR, benefits, finance, and other City stakeholders.
- Assist with testing, issue tracking, troubleshooting and resolution throughout the implementation.
- Support end users and project team members by providing practical guidance on Munis functionality and processes.
- Collaborate with Tyler Technologies and other implementation resources as needed.
- Document processes, configurations, issues, resolutions, and recommended improvements.
Required Qualifications
- Demonstrated experience with Tyler Munis, including direct involvement in at least one Tyler Munis implementation.
- Strong understanding of payroll processes, preferably within a municipal or public-sector environment.

- Tyler Hub
- Munis workflows
- Experience with parallel payroll testing and reconciliation.
- Experience troubleshooting Munis configuration, data, workflow, and functional issues.
- Experience implementing Tyler Munis for a municipal government or other public-sector organization.
- Experience supporting a Munis environment with several hundred users and/or a workforce of several thousand employees.
- Experience with municipal payroll processes, including complex pay rules, deductions, benefits, leave, taxes, and payroll reconciliation.
- Experience with Tyler Hub customization/configuration.
- Experience optimizing Munis workflows and business processes.
The ideal consultant is a seasoned Tyler Munis practitioner rather than a general ERP consultant. This person should be comfortable getting into the details of payroll and HR processes, identifying why something is not working, determining whether the issue is related to configuration, workflow, data, or process, and helping the client implement a practical solution.
