Position Overview
FDOT is seeking a highly experienced Applications Architect to provide technical architecture and hands-on development leadership for the Florida PALM System Transition (FPST) and Office of Comptroller (OOC) applications.
The ideal candidate will have 15+ years of overall IT experience, including 3–5+ years of application/solution architecture experience, with advanced-to-expert expertise in the Microsoft .NET ecosystem.
This role will serve as a primary technical architect responsible for modernization and remediation of the Comptroller Automation Platform (CAP) and other OOC applications. The architect will provide hands-on technical leadership in application architecture, .NET modernization, code quality, security remediation, API/integration design, Azure, CI/CD, front-end modernization, and legacy system migration.
The position will also support FDOT's transition to the statewide Florida PALM financial management solution, including analysis and modernization of existing financial applications and integrations.
Mandatory Qualifications
Candidates must meet the following minimum requirements:
- 15+ years of overall IT experience across multiple technology areas.
- 3–5+ years of relevant Application/Solution Architecture experience.
- Advanced/expert-level experience designing enterprise applications using the Microsoft .NET ecosystem.
- Strong hands-on experience with C# and Core.
- Strong experience with .NET Framework and modern .NET (.NET 6+).
- Strong experience designing and developing RESTful Web APIs.
- Experience with Entity Framework or other ORM frameworks.
- Strong understanding of enterprise application architecture, systems design, integration, and modernization.
- Experience providing technical leadership, architecture guidance, code reviews, and design reviews to development teams.

Key Responsibilities
The selected architect will:
- Design and document end-to-end enterprise application architectures using Microsoft .NET technologies.
- Define appropriate solution patterns, including monolithic, modular monolith, microservices, and event-driven architectures.
- Establish architectural standards, reference architectures, reusable patterns, and design guidelines.
- Evaluate and recommend appropriate technology stacks, frameworks, and modernization approaches.
- Provide hands-on technical leadership and guidance to development teams.
- Review application code, pull requests, architecture designs, and technical artifacts.
- Ensure applications follow SOLID principles, Clean Architecture, DDD, security standards, and development best practices.
- Support CI/CD pipeline design, integration, and deployment strategies.
- Assess existing/legacy systems and develop modernization and remediation recommendations.
- Guide migration of legacy technologies, including JCL, COBOL, and FOCUS to modern .NET solutions.
- Identify technical debt and establish remediation priorities.
- Develop refactoring strategies that minimize disruption to critical business operations.
- Produce and maintain architecture diagrams, technical specifications, and supporting documentation.
- Create and maintain Architecture Decision Records (ADRs) documenting key technical decisions and trade-offs.
- Participate in architecture reviews and technical governance activities.
- Mentor and provide knowledge transfer to internal FDOT technical staff.
CAP / Application Modernization Responsibilities
The architect will provide technical leadership for the Comptroller Automation Platform (CAP) and related Office of Comptroller initiatives, including:
- Review remediated application code for quality, maintainability, security, and release readiness.
- Utilize SonarQube and related code-analysis tools to identify and remediate code-quality and security issues.
- Strengthen and modernize the agency's .NET application infrastructure.
- Modernize or replace legacy UI technologies, including AngularJS and Kendo UI.
- Collaborate with lead developers on complex and high-risk application changes.
- Participate in code and design reviews to ensure application quality, scalability, security, and performance.
Florida PALM / Legacy System Modernization
The architect will also support FDOT's transition to the Florida Planning, Accounting, and Ledger Management (PALM) solution.
Responsibilities include:
- Analyze and document existing computing assets, technical specifications, integrations, and business rules.
- Assess financial applications and dependent business processes affected by Florida PALM.
- Assist with fit-gap analysis between existing FDOT applications and Florida PALM functionality.
- Recommend applications/assets that may be modernized, replaced, consolidated, or decommissioned.
- Provide technical guidance for remediation and upgrading of legacy applications.
- Coordinate with Business Analysts, developers, product owners, and other stakeholders during remediation.
- Support troubleshooting and perform root-cause analysis for complex application issues.
- Assist with modernization of interfaces and applications affected by the statewide accounting-system transition.
