Description:
Diversified Systems is searching for a Senior Project Manager to support the implementation of an Electronic Health Record (EHR) system. The Project Manager is a senior-level resource with specialized knowledge and experience in Electronic Health Records (EHR), health informatics, and health IT. The successful candidate will have proven experience leading large-scale implementations and planning organizational change management (OCM) initiatives to support successful adoption and transition to operations.
Responsibilities:
- Manage the implementation of a new EHR system and transition from system implementation to program operations and maintenance.
- Lead, plan, execute, and monitor all project activities for EHR implementation, including project planning, execution, and governance.
- Direct, administer, manage, and facilitate enhancements, business process reengineering, or development of high-priority enterprise-wide information technology projects.
- Manage, coordinate, and establish priorities for the complete project lifecycle including planning, analysis, design, programming, testing, and implementation.
- Develop project estimates for planning, analysis, design, construction, testing, and implementation activities.
- Work with team leads to adjust and revise project estimates as needed.
- Ensure project estimates are reviewed, approved, and agreed upon by stakeholders.
- Develop detailed Project Management Plans for project efforts.
- Obtain approval and sign-off of Project Management Plans from customer representatives and stakeholders.
- Ensure delivery of all work tasks identified in Project Management Plans and Project Schedules.
- Design project plans that identify needs and define major tasks and milestones based on scope, budget, resources, and personnel.
- Manage and track project progress against schedules.
- Monitor milestones and phases and take corrective action to maintain project schedules.
- Monitor and track project budgets and communicate status to stakeholders.
- Plan, organize, prioritize, and manage multiple work efforts across project teams.
- Notify team members of timelines, milestones, phases, work requests, target dates, and approved work packages.
- Schedule and monitor status reviews, project management inspections, and software quality assurance reviews.
- Capture and report required project management metrics.
- Analyze and distribute project metrics associated with work items and improvement measures.
- Ensure all scope changes follow documented Change Management processes.
- Create, review, and obtain approval for Communication Plans and Deliverables Matrices.
- Prepare periodic status reports for project teams, sponsors, leadership, and stakeholders.
- Report status and recommendations to senior leadership.
- Follow IT PMO methodologies, standards, and procedures.
- Provide input and support for continuous improvement initiatives within the PMO.
- Mentor less experienced project management staff as needed.
- Work closely with application, data warehouse, informatics, solution management, networking, security, and service management teams.
- Facilitate discussions between IT teams, vendors, and business stakeholders to ensure project objectives are achieved.
- Anticipate issues and proactively address risks and challenges.
- Identify, track, and manage project risks and issues using RAID+ logs.
- Develop and implement risk mitigation strategies and track issues to closure.
- Build and maintain relationships with key stakeholders and customer representatives.
- Serve as the primary point of contact for all project-related issues and resolutions.
- Communicate effectively with customers and software and hardware suppliers supporting the Commonwealth.
- Ensure project compliance with standards and procedures.
- Coordinate system testing with appropriate resources.
- Deliver presentations as necessary.
- Develop and facilitate achievement of project service commitments.
- Balance workload with project team members' capacity.
- Plan, coordinate, and conduct training and orientation sessions.
- Coordinate and present proposals as necessary.
- Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.
- Provide weekly status reporting through SharePoint by COB Friday.
- Establish and maintain project SharePoint sites and utilize Microsoft Teams for project documentation.
Requirements:
- 5 years of active Project Management Professional (PMP) certification required.
- 7-9 years of relevant Project Management experience required.
- Experience managing the implementation of an Electronic Health Record (EHR) system where the organization transitioned from paper-based charting required.
- Experience with EHR, EMR, health informatics, and health IT required.
- Experience leading technical initiatives with project teams across multiple IT disciplines and vendor organizations required.
- 7 years of experience managing technical initiatives with project teams, technical complexity, and vendor involvement required.
- Experience planning, executing, monitoring, and governing complex IT implementations required.
- Experience managing project budgets, schedules, risks, issues, communications, and stakeholder expectations required.
- Strong interpersonal, communication, negotiation, and leadership skills required.
- Ability to define requirements, analyze problems, and facilitate recommended solutions required.
- Knowledge of PMI project management methodologies, phases, inputs, and outputs required.
- Experience with organizational change management (OCM) supporting independent customers.
- Familiarity and experience with public health programs and related issues.
