Job Overview
The Department of Rail and Public Transportation (DRPT) is seeking an experienced Project Manager / Grants Management Implementation Specialist to lead the implementation of a modern enterprise Grants Management platform. This role requires extensive expertise in grants administration, project management, business process improvement, and public sector operations.
The successful candidate will work closely with agency stakeholders, SMEs, and software vendors to redesign grant management processes, improve operational efficiency, and implement industry best practices across the full grant lifecycle.
Key Responsibilities
- Lead implementation of an enterprise Grants Management solution.
- Assess current grant lifecycle processes and recommend improvements.
- Define and implement business workflows within grants management software.
- Advise on grant applications, contract management, accounting, reporting, invoice processing, and grant close-out.
- Develop workflow diagrams, field dictionaries, policies, procedures, and training materials.
- Coordinate with business stakeholders, SMEs, vendors, and executive leadership.
- Monitor project risks, document decisions, and provide regular status reporting.
- Ensure compliance with federal grant regulations and industry best practices.
Required Qualifications
- 10+ years of Grants Management lifecycle experience.
- 10+ years implementing enterprise Grants Management software.
- 10+ years of Grant Accounting, Budgeting, and Reporting.
- 15+ years of Project Management, Process Improvement, and Change Management.
- 5+ years working in Government/Public Sector environments.
- Strong knowledge of federal grant requirements and grant administration.
- Excellent communication, facilitation, documentation, and stakeholder management skills.
- Self-motivated with the ability to manage multiple priorities.
