Project Manager

We are seeking a senior Grants Management Contractor and Implementation Specialist to provide guidance and hands-on support in designing and implementing an enterprise grant management platform and optimizing business processes across the entire grant lifecycle.

Key Responsibilities

• Platform Implementation: Lead the implementation and pilot rollout of a modern enterprise grant management platform to support future system-wide migrations.
• Lifecycle Assessment: Evaluate current grant life cycle processes-from application, review, and contracting to claims payment, monitoring, and close-out-to align them with software configurations.
• Process Optimization: Advise agency teams on industry best practices, federal uniform guidance standards, grant accounting, and operational efficiencies.
• Documentation & Governance: Develop process workflow diagrams, field dictionaries, updated policies, and training materials, while documenting core decision points.
• Vendor & Team Collaboration: Partner closely with internal subject matter experts, state staff, and system vendors to refine workflows and manage change.

Required Skills & Qualifications

• Grants Lifecycle Expertise: 10+ years of deep expertise across the complete grants management life cycle, policies, and procedures.
• Platform Implementation: 10+ years of extensive experience implementing and managing enterprise-grade grants management software.
• Public Sector Background: 5+ years of experience working within or consulting for local, state, or federal government agencies.
• Grant Accounting: 10+ years of hands-on experience in grant accounting, budgeting, and regulatory reporting.
• Process & Project Management: 15+ years of detailed experience in process improvement, organizational change management, and project management.
• Communication: 15+ years of strong oral and written communication skills with experience presenting to executive stakeholders.

Preferred Qualifications

• Hands-on experience with platforms like WebGrants, Salesforce, or similar grant management applications.
• Knowledge of Virginia-specific platforms (e.g., Cardinal) and state procurement requirements.
• Experience working with federal grant regulations and multi-year capital improvement programs.
