SAP S/4HANA FM/GM Functional Lead

Job Title: SAP S/4HANA FM/GM Functional Lead (Public Sector)

We are seeking a Senior SAP S/4HANA Public Sector Functional Lead with deep expertise in Funds Management (FM), Grants Management (GM), Fund Accounting, FI/CO, and Project Systems (PS).

The ideal candidate will have extensive experience delivering SAP Public Sector financial solutions for government agencies, municipalities, counties, higher education, healthcare, nonprofit, or other public-sector organizations.

This is a senior functional leadership role requiring strong hands-on experience in solution design, configuration, integration, implementation, and production support. The consultant will work directly with business stakeholders and project teams to translate complex financial and budgetary requirements into scalable SAP solutions.

Key Responsibilities:

• Lead functional design and solution architecture for SAP S/4HANA Public Sector Finance implementations.
• Provide SME expertise across FM, GM, Fund Accounting, FI/GL, CO, and PS.
• Design and configure fund structures, budget structures, master data, derivation strategies, commitments, actuals, and Availability Control (AVC).
• Design solutions supporting complex government budgeting, grants, fund accounting, and financial control processes.
• Lead requirements workshops, fit-gap analysis, business process design, functional specifications, and solution validation.
• Design and support integration between FM/GM and FI/CO, MM, Procurement, HR/Payroll, PS, Asset Accounting, and other SAP modules.
• Participate in S/4HANA transformation, modernization, and ECC-to-S/4HANA initiatives.
• Lead functional testing, integration testing, UAT, defect resolution, cutover, go-live, and post-production stabilization.
• Support data conversion, interfaces, reports, enhancements, and custom development requirements.
• Provide functional leadership, mentoring, knowledge transfer, and guidance to project teams.
• Troubleshoot complex production issues and provide recommendations for improving SAP Public Sector financial processes.
• Support fiscal year-end and ongoing financial/budgetary operations.

Required Qualification:

• 10+ years of SAP functional consulting experience, with significant experience in SAP Public Sector.
• Strong hands-on experience with SAP Funds Management (FM).
• Strong experience with SAP Grants Management (GM) and/or government grant processes.
• Strong understanding of Fund Accounting and public-sector financial reporting.
• Solid experience with SAP FI/GL, CO, and PS.
• Experience with SAP S/4HANA, preferably Public Sector implementations.
• Strong knowledge of Budget Control System (BCS), Availability Control (AVC), budgeting, commitments, and consumption processes.
• Demonstrated experience leading functional design or serving as an SAP FM/GM Lead, SME, Architect, or Principal Consultant.
• Experience integrating SAP Finance with logistics, procurement, HR/payroll, projects, and other enterprise functions.
• Strong communication and stakeholder-management skills.
• Experience with S/4HANA Private Cloud or On-Premise.
• Experience with ECC-to-S/4HANA migrations or S/4HANA implementations.
• Experience with SAP BRIM, Concur, Ariba, SuccessFactors/Employee Central, or BPC.
• Experience leading SAP functional teams on large-scale implementations.
• SAP Public Sector or FM/GM certifications/training are a plus.
