ANTICIPATED VACANCY
Your Specific Responsibilities: Reporting with Florida's Department of Commerce, Division of Information Technology (IT), this position serves in a manager role. This position oversees, directs, manages and supervises the Reemployment Assistance IT Business Analyst team responsible for administering and maintaining the Enterprise Application Systems. This position supports software development and ongoing operations for various application projects from conception, initiation, requirements, design, development and testing, deployment, and support.
"Supervisory employees" are those who spend the

Application Development Maintenance Management
- Works with project managers, users, and management to gather, analyze, and evaluate the business objectives of the stakeholders.
- Guide and support software development efforts and the troubleshooting of system incidents.
- Evolve and implement defined software development lifecycle and software development methodology practices.
- Remain up to date on current technologies, industry trends, methodologies and best practices.
- Foster and develop appropriate business relationship management for supported programs.
- Report team progress through appropriate status reporting protocols and mechanisms.
- Perform quality assurance of assigned team member work products.
- Promote, deliver and assist in the development of strategic plans at all levels.
- Project manage efforts as assigned using defined project management methodologies.
- Analyze and balance multiple competing objectives, scopes, issues and organizational changes.
- Works to mitigate security risks and issues as defined in Information Security policies.
- Create or maintain Business Analyst process flow, onboarding document, and review functional requirement document for business analysts.
- Responsible to mature Business Analyst Community of Practice (CoP)
- Responsible for communicating project status, risks, and delay of the project delivery.
Required Knowledge, Skills, and Abilities:- Working experience with software development teams comprised of multiple computer programmers and testers for one application.
- Working experience in reviewing BA work products for quality, completeness, consistency, and adherence to standards.
- Ability to display methodical problem solving and decision-making practices.
- Ability to lead, coach, mentor, and develop Business Analysts.
- Ability to lead and work with cross-functional, matrix team structures.
- Knowledge of, and ability to explain various software development lifecycle, and software development methodologies, i.e. waterfall, agile, lean, Scrum, SAFe .
- Knowledge of requirements elicitation, analysis, documentation, validation, and traceability.
- Knowledge of, and ability to explain business software's role and objectives.
- Knowledge of practices and ability to build teams and foster business relationships.
- Knowledge of project management disciplines and concepts.
- Knowledge of supervisory, personnel management duties and responsibilities.
- Knowledge of, and ability to explain various IT Service Management policies, processes and procedures.
Qualifications:As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. Minimum:- This position is based in the Tallahassee office. It is a telework role with flexibility, not a remote position.
- The selected candidate must have knowledge and experience supporting software development teams.
Preferred:
- 3 or more years of agile/scrum experience
- Knowledge of Reemployment Assistance program, FloridaCommerce's Reconnect system and USDOL programs.
- 3 or more years of team leadership experience
Pay:- $75,000 - $78,000 Annually
