The OpportunityWSDOT Technology Services Division (TSD) is currently seeking a Technology Services Manager (TSM) to fill a vacancy at our Northwest Region (NWR) headquarters in Shoreline, WA. In this role, you will lead the management and support of technology resources and assets, including people, processes, systems, software, and hardware in our largest and most complex region and contribute to the same with peers across the state. You will collaborate with TSM peers across the agency to provide strategic leadership in developing, implementing, and maintaining technology policies, standards, procedures, and guidelines; leading technology solutions aligned with agency strategic goals; and managing diverse IT professionals responsible for solution design, development, implementation, integration, administration, customer support, and system life cycle preservation. This position will also provide project management and oversight for regional and TSD initiatives, collaborate on agency-wide initiatives, and serve as a business liaison to ensure customer needs are effectively translated into technology requirements, and lead change management efforts to minimize operational impacts. The TSM will also manage the NWR TSD operational budget, technology purchasing, software licensing, technology contracts, vendor relationships, and compliance reviews to support cost-effective and secure technology services.
What to ExpectThe NWR TSD team provides services to 2000 employees, 4100 end-user devices, and 63 sites in a six-county area, including the agency's Urban Mobility and Megaprograms (UMAM) offices) (I-405/SR 167 Corridor, Puget Sound Gateway, SR 520 Bridge Replacement and HOV, and Tolling) in the Puget Sound area that are making multi-modal investments in partnership with local agencies on WSDOT's facilities.
Among the varied range of responsibilities held within this role, the TSM will:
- Participate in the development of statewide policies, standards, procedures, and guidelines regarding the management and support of information technology resources and assets.
- Disseminate, educate, enforce and maintain statewide IT policies and procedures at the regional level
- Innovate and/or lead new technology solutions in line with enterprise strategic goals and potentially propose them for statewide adoption.
- Manage technicians and ensure they provide key deliverables in solution design, development, implementation, and/or integration, administration, customer support, and system/asset life cycle preservation.
- Provide project management services and oversight for the IT components of business projects as well as TSD initiated projects.
- Serve as a business liaison and gather customer requirements, vet solutions, and assure they are approved and accepted using enterprise processes, standards, and procedures.
QualificationsTo be considered for this opportunity, the following competencies are required:
- IT Knowledge & Application: Demonstrated advanced IT knowledge and practical application of core principles across multiple IT domains, including policy development, asset management, customer support, network, server and telecommunications administration, systems and cloud services administration, and vendor management.
- Policy & Strategic Planning: Expertise in analyzing, planning, and leading strategic initiatives that align with agency and TSD missions, including developing IT solutions, policies, standards, and processes that promote high availability, resilience, sustainability, quality, and value.
- Business Analysis: Ability to gather, evaluate, interpret, and translate business needs and requirements into scalable, secure, and compliant technology solutions while evaluating business processes and identifying opportunities for improvement.
- Project & Program Management: Proficiency in managing complex, multidisciplinary IT projects with enterprise impact, including leading cross-functional teams, managing scope, schedule, and budget, and applying change management principles to support successful implementation and minimize disruption.
- Resource & Budget Management: Ability to effectively manage human, financial, and technical resources, including leading diverse technical teams, developing and managing IT budgets, overseeing IT asset lifecycle planning and procurement, and ensuring service delivery meets contractual and operational expectations.
- Staff Development & Leadership: Demonstrated ability to lead, mentor, coach, and develop diverse technical staff by setting priorities, strategically assigning work, conducting performance reviews, developing training plans, and fostering team performance, accountability, and service excellence.
- Innovation & Strategic Foresight: Ability to identify, evaluate, and implement innovative technology solutions, including emerging technologies, pilot initiatives, and proof-of-concept efforts, while aligning innovation with governance, risk management, and strategic objectives.
- Communication & Collaboration: Strong written and verbal communication, interpersonal, consulting skills, with the ability to collaborate with diverse technical teams, stakeholders, and leadership; translate complex technical concepts into business-relevant language; and facilitate consensus among stakeholders with competing priorities.
- Emergency & Continuity Response: Ability to lead IT response efforts during outages, disasters, and continuity of operations events by coordinating restoration of critical infrastructure and services, mitigating risks, and supporting agency operations during emergencies and catastrophic incidents.

The following qualifications are also required:
- A valid driver's license and the ability to operate state-owned vehicles.
- Ability to maneuver and transport various materials and/or equipment weighing up to 50 pounds.
It is preferred that qualified candidates also demonstrate/have:
- IT Service Management: Demonstrated understanding of IT service management principles and best practices as defined by Information Technology Infrastructure Library (ITIL), typically obtained by an ITIL v4 Foundations Certification.
- Project Management Methodologies: Proven experience applying project management methodologies, such as PMP, Agile, or Lean, to lead and deliver technology initiatives within scope and schedule while achieving measurable business value.
- Organizational Change Management: Competency in organizational change management, including planning, communicating, and implementing technology changes that support effective adoption by end users and stakeholders.
- Technical Support & Administration: Demonstrated technical proficiency in supporting, maintaining, and troubleshooting IT hardware, networks, and vendor-specific technologies, including Microsoft, Cisco, CompTIA, or similar technologies and certifications.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
