Job Description:

We are seeking an accomplished Technical Program Manager to serve as the delivery and execution leader for the OCI AIDP Lakehouse program. This role will provide end-to-end coordination across architecture, engineering, governance, security, AI enablement, business stakeholders, and data-product teams to ensure successful delivery of the Enterprise Data Lakehouse on Oracle Cloud Infrastructure (OCI) and Oracle AI Data Platform (AIDP).
The successful candidate will combine program leadership, organizational influence, stakeholder management, risk mitigation, and delivery governance to drive execution of enterprise-scale data, analytics, governance, and AI initiatives. This individual will be responsible for orchestrating dependencies across multiple workstreams, ensuring alignment between strategic objectives and execution plans, managing delivery health, and supporting executive decision-making throughout the OCI AIDP Lakehouse transformation journey.
This role reports to the VP, Data Governance, AI & Analytics and operates within the Data Governance, AI & Analytics organization. The ideal candidate brings deep experience managing enterprise technology programs, cloud modernization initiatives, data platform transformations, AI-enabled delivery models, and large cross-functional programs requiring coordination across technology, business, governance, security, and operational stakeholders.

What You Will Do:

Program Leadership & Governance:

Lead planning, execution, governance, and reporting activities for the OCI AIDP Enterprise Data Lakehouse initiative.
Develop integrated program roadmaps, milestones, schedules, dependency maps, and release plans across multiple delivery teams.
Translate strategic business objectives into executable program plans, delivery objectives, and measurable success criteria.
Facilitate governance forums, steering committees, architecture reviews, and executive stakeholder meetings.
Establish consistent program-management practices, communication mechanisms, status reporting frameworks, and escalation procedures.

Delivery Management:

Coordinate delivery activities across architecture, engineering, security, governance, DevOps, AI, analytics, and business workstreams.
Manage scope, dependencies, risks, assumptions, issues, decisions, and action plans throughout the program lifecycle.
Ensure alignment between business priorities, architecture standards, governance controls, security requirements, and engineering delivery activities.
Monitor delivery progress and proactively identify risks, bottlenecks, resource constraints, and execution challenges.
Drive issue resolution and facilitate timely decision-making across stakeholders.

Stakeholder & Executive Management:

Develop trusted relationships with executive sponsors, business owners, architects, engineering leaders, governance teams, and delivery stakeholders.
Prepare executive-ready status reports, decision packages, risk assessments, milestone reviews, and program dashboards.
Communicate complex technical and delivery information in business-friendly language appropriate for executive audiences.
Facilitate alignment between business priorities and delivery capacity.
Support executive decision-making by providing timely insights, recommendations, and delivery transparency.

OCI AIDP Lakehouse Enablement:

Coordinate onboarding of business domains, source systems, and enterprise data products into the OCI AIDP Lakehouse.
Track progress against pilot objectives, domain onboarding milestones, governance requirements, and value-realization measures.
Ensure program activities support Data Contracts, metadata management, lineage, quality controls, semantic enablement, and governed AI consumption patterns.
Support evolution from pilot implementation to enterprise-scale adoption across multiple business domains.
Drive adherence to approved architecture, governance, security, and operational standards.

AI-Native Delivery Enablement:

Support adoption of AI-native delivery practices, agent-assisted engineering workflows, and productivity acceleration initiatives.
Coordinate activities across AI-native delivery pods and supporting delivery teams.
Monitor delivery health using operational metrics including cycle time, throughput, delivery predictability, quality measures, and adoption of engineering accelerators.
Collaborate with the Principal AI-Native Delivery & Agentic Engineering Lead to enable scalable delivery models and continuous improvement initiatives.
Ensure governance, security, review controls, and human-owned accountability remain integrated within delivery processes.

Financial & Resource Management:

Support resource planning, vendor coordination, capacity forecasting, and budget tracking activities.
Monitor staffing requirements and identify resource gaps impacting delivery commitments.
Assist leadership in prioritization, roadmap planning, and investment decisions.
Track program value realization and delivery outcomes against approved objectives.

What You Will Deliver:

Enterprise OCI AIDP Lakehouse integrated program roadmap.
Cross-functional delivery plans, dependency maps, and execution schedules.
Program governance framework, steering committee materials, and executive reporting packages.
Risk, issue, action, and dependency management mechanisms.

Program-management processes supporting scale, repeatability, governance, and operational excellence.
Successful execution of OCI AIDP Lakehouse pilot and enterprise expansion initiatives.

Required Qualifications, Capabilities, and Skills:

Bachelor's degree in business, computer science, engineering, information systems, or a related discipline, or equivalent practical experience.
Eight or more years of progressive technical program-management experience leading enterprise-scale technology, data, analytics, cloud, or digital transformation initiatives.
Proven experience managing large, cross-functional programs involving architecture, engineering, security, governance, operations, and business stakeholders.
Strong understanding of enterprise data platforms, data modernization, cloud transformation, software-delivery life cycles, and Agile delivery methodologies.
Demonstrated ability to manage complex dependencies, multiple stakeholders, competing priorities, and evolving business requirements.
Experience establishing governance frameworks, executive reporting mechanisms, and executive steering processes.
Excellent written and verbal communication skills with the ability to influence senior leaders and facilitate organizational alignment.
Strong analytical, organizational, planning, and problem-solving capabilities.

Preferred Qualifications, Capabilities, and Skills:

Experience leading enterprise data-platform, Lakehouse, Data Mesh, Data Product, analytics, or AI transformation programs.
Experience with Oracle Cloud Infrastructure (OCI) or other cloud-native data platforms.
Experience supporting Data Governance, metadata, lineage, quality, compliance, and security initiatives.
Experience coordinating AI, GenAI, RAG, semantic-modeling, or AI-enabled platform programs.
PMP, PgMP, PMI-ACP, SAFe, Scrum Master, or comparable program-management certifications.
Experience supporting executive transformation programs with significant organizational change implications.
Experience delivering programs in healthcare, payer, provider, financial-services, government, or other regulated industries.
Familiarity with DataOps, DevOps, product-delivery models, and AI-native delivery methodologies.
Experience working closely with executive leadership, architecture teams, engineering organizations, and business sponsors in highly matrixed environments.
