Role Summary
The Business Data Analyst serves as the critical link between business needs and technical execution. This role requires a deep understanding of business objectives and problems to drive system and process improvements. The primary focus is on analyzing current operations, defining requirements for new systems, and translating complex business challenges into clear, actionable technical specifications for development teams

responsibilities:
Key Responsibilities and Deliverables 1. Strategic Analysis and Solution Definition
- Business Problem Analysis: Understand complex business objectives and pain points, identifying current operational procedures, data input/output requirements, and reporting needs (e.g., how data is summarized and reported).
- Alternative Solutions: Identify, analyze, and perform cost/benefit studies on alternative solutions to automate processing or improve existing systems.
- System Feasibility: Review current computer system capabilities, specifications, and scheduling limitations to determine the feasibility of requested program or system changes.
2. Requirements Elicitation and Documentation
- Current State Documentation: Analyze existing business requirements, data flows, and current state processes, documenting pain points and operational functionalities.

- Comprehensive Requirement Writing: Elicit and write clear, comprehensive business requirements for new systems or system enhancements.
- User Story Development: Translate complex business needs into clear, actionable functional and non-functional requirements, primarily documenting them as Epics and detailed User Stories with robust acceptance criteria.
- Communication: Write detailed descriptions of user needs, program functions, and the steps required to develop or modify computer programs, ensuring alignment with organizational goals.
3. Collaboration and Alignment
- Stakeholder Partnership: Collaborate closely with business stakeholders, Product Owners, and technical teams (development and quality assurance) to ensure system capabilities align perfectly with business objectives.
- Facilitation & Presentation: Utilize excellent communication and interpersonal skills to facilitate workshops, gather essential information, and present findings and recommendations to diverse audiences.

Candidates must meet or exceed the following required skills and experience:
IT Business Data Analysis: Hands-on experience as a Business Data Analyst within the Information Technology industry, demonstrating strong analytical and documentation skills.
Cross-Functional Collaboration: Proven ability to collaborate with technical and non-technical teams to analyze complex, data-driven business problems and recommend actionable solutions.
Data Workflow Optimization: Experience designing and optimizing data workflows and data management processes using modeling or mapping tools.
Agile Documentation: Well-versed in writing Epics and User Stories, including acceptance criteria, to effectively communicate functional and non-functional requirements to development and quality assurance teams.
Data Documentation: Experience creating and maintaining data-related documentation, including:
Data dictionaries
Business Requirement Documents (BRD)
Data mapping specifications
Data Visualization: Experience designing and presenting visual data models and dashboards to communicate trends, performance, and project timelines.
Meeting Leadership: Demonstrated ability to lead data-focused meetings and interviews, document outcomes, and drive the resolution of data-related issues.
? Preferred Requirements
These skills and experience are preferred:
Education (4 Years): Bachelor's degree in Data Science, Computer Science, Information Systems, Business Analytics, or a related field (Equivalent experience may be substituted).
Project Management (4 Years): Strong multi-tasking skills with the ability to manage multiple data projects or assignments concurrently.
Eligibility Program Knowledge (3 Years): Working knowledge of eligibility rules for SNAP, Medicaid, and TANF programs, with experience interpreting and applying state and federal guidelines.
Policy Application (3 Years): Proven experience interpreting and applying policy within an integrated eligibility case management system.
JAD Session Coordination (3 Years): Prior experience in leading and coordinating Joint Application Design (JAD) sessions.
