Senior Oracle HCM Consultant

Position Overview
The Oracle HCM Consultant will play a senior-level role supporting multiple public sector end clients in the implementation, enhancement, and ongoing support of Oracle HCM Cloud modules. This role requires deep functional expertise across Time and Labor, Absence Management, Benefits, and Payroll, with the ability to work directly with business stakeholders, gather requirements, configure solutions, and ensure successful delivery in a complex, multi-client environment.
Key Responsibilities
Lead functional design, configuration, and implementation of Oracle HCM Cloud modules, including:
Time and Labor Absence Management Benefits Payroll Collaborate with public sector clients to gather business requirements and translate them into scalable Oracle HCM solutions. Conduct fit-gap analysis, develop functional specifications, and support technical teams during integrations and customizations. Perform end-to-end testing (SIT, UAT) and support clients through go-live and post-production stabilization. Troubleshoot functional issues, analyze root causes, and provide timely resolutions. Prepare documentation including configuration workbooks, test scripts, training materials, and process flows. Provide guidance and best practices for public sector HR, payroll, and compliance processes. Work closely with cross-functional teams to ensure seamless integration across HCM modules. Support change management, user training, and knowledge transfer activities.
Required Skills & Experience 12+ years of hands-on experience with Oracle HCM Cloud. Strong functional expertise in at least three of the following modules: Time and Labor Absence Management Benefits Payroll Mandatory experience working with public sector clients (state, local, or federal). Proven ability to lead workshops, gather requirements, and deliver end-to-end Oracle HCM implementations. Strong understanding of HCM business processes, compliance, and configuration best practices. Experience with testing cycles, issue resolution, and production support.
Excellent communication skills and ability to work with senior stakeholders.
Preferred Qualifications
Oracle HCM Cloud certifications (nice to have, not required).
Experience with integrations (HCM Extracts, HDL, OTBI, BI Publisher).
Prior consulting experience with large SI or public sector agencies.
