Business Systems Analyst Integrated Eligibility (Public Assistance Systems)
Long-Term Contract | State Government Environment | High-Impact Mission-Critical Systems

We are seeking a Business Systems Analyst / Functional Lead with deep experience supporting state Integrated Eligibility (IE) systems and public assistance programs. This role will lead the planning, analysis, and documentation of system and policy requirements for large-scale eligibility and benefits platforms supporting Medicaid, SNAP, TANF, and ABD programs.

This position plays a critical role in translating complex federal and state policy into system functionality for mission-critical applications used statewide.

Key Responsibilities

Gathering, analysis, and documentation of business, functional, and non-functional system requirements
Develop and maintain Software Requirements Specifications (SRS), BRDs, and impact assessments
Serve as a policy-to-system translator, ensuring alignment with federal and state regulations
Analyze current system functionality and assess operational impacts of requested changes
Support and enhance statewide, high-impact eligibility platforms
Facilitate cross-agency collaboration between IT, program, policy, and testing teams
Partner with developers, architects, QA, and UAT teams to troubleshoot and resolve complex issues
Support UAT validation, defect triage, and production support
Participate in system modernization, CMS compliance, and IV&V-related activities

Required Qualifications

3+ years of hands-on experience supporting public assistance programs:
Medicaid, SNAP, TANF, ABD
Direct experience with a state Integrated Eligibility (IE) system
Proven ownership of:
- Business Requirements
- Functional Requirements
- SRS documentation
Strong working knowledge of SDLC (Agile or Waterfall)
Excellent stakeholder facilitation, documentation, and communication skills

Preferred Experience

ACES, CURAM, TIERS, IES, or similar IE platforms
Medicaid Unwind / Redetermination projects
IV&V, system modernization, or eligibility transformation initiatives
Jira, ServiceNow, SharePoint, Microsoft 365
