About the Team College Board's Latin America Office (CB LATAM) leads the design and delivery of high-quality Spanish-language assessments serving students across Latin America and Puerto Rico. The Test Design and Development (TD&D) unit is a stand-alone function with institutional responsibility for the PAA Suite of Assessments, including PAA, PIENSE I and II, CEPA, PNA, ELASH, and PCMAS. They uphold rigorous standards of validity, fairness, reliability, and responsible use across all programs, working in close partnership with Research and Measurement, Assessment Operations, Technology, and Market Development. The team plays a central role in ensuring that assessment design choices translate into trustworthy results and meaningful insight for institutions and systems.
About the Opportunity As Senior Director, Test Design & Development, you will lead CB LATAM's assessment portfolio through a pivotal period of digital and adaptive transformation, with accountability for both near-term delivery and long-term modernization. This is a senior, hands-on leadership role overseeing live assessment cycles while evolving workflows, quality controls, governance structures, and operating models.
Reporting directly to the Vice President, you will lead a multi-layered team responsible for high-stakes assessment development at scale, partner closely with Research and Measurement, Digital Assessment and Technology, and Market Development, and serve as a trusted technical and content voice with external stakeholders. A core dimension of the role is stewarding regional networks of academic and subject matter experts whose expertise underpins the quality, credibility, and legitimacy of CB LATAM's assessments.
In this role, you will: Assessment Strategy, Design, and Impact (45%)
- Set and execute the strategic direction for CB LATAM's Spanish-language assessment portfolio, ensuring strong alignment among constructs, intended uses, score interpretations, and institutional and system-level decision needs.
- Lead the evolution of assessment design, item types, and delivery models to support digital-first and adaptive testing, integrating AI and automation to improve speed and scale while protecting validity, fairness, security, and psychometric integrity.
- Ensure assessments move beyond measurement alone to deliver insight, including system-level diagnostics, early indicators, and evidence institutions can act on.
Leadership, Partnerships, and Influence (35%)
- Lead and develop a multi-layered organization, approximately six direct reports and twenty-five staff through layers, responsible for assessment design, content development, validation, and innovation across the region.
- Build, steward, and sustain regional networks of subject matter experts, item writers, reviewers, and academic advisors, ensuring diversity of expertise, institutional perspectives, and regional representation.
- Serve as a trusted technical and content leader with internal partners and external stakeholders, including ministries, universities, and institutional leaders, supporting high-stakes conversations about assessment design, results, and implications.
Governance, Quality, and Execution (20%)
- Establish and maintain clear governance, quality standards, and operating models that support secure, efficient, and scalable assessment development, including digital and AI-enabled workflows.
- Partner closely with Research and Measurement, Technology, and Assessment Operations to ensure validity, reliability, responsible use, and smooth execution across live assessment cycles.
- Anticipate and manage content, security, and use-related risks, ensuring compliance with professional standards and institutional expectations.
About you, you have: - An advanced degree in education, assessment, psychometrics, or related field.
- Extensive leadership experience in large-scale test design and development with complex, high-stakes delivery environments.
- Demonstrated expertise in assessment frameworks, item development, validation, and responsible score interpretation.
- Required experience working in or with Latin American education systems, including understanding of regional K-12 and higher education contexts.
- Professional fluency in Spanish and English, with the ability to communicate complex technical concepts clearly to expert and non-technical audiences.
- Experience leading or supporting digital-first assessment models, including exposure to adaptive or multi-stage testing designs.
- Applied literacy in AI and workflow automation, with the judgment to incorporate emerging tools responsibly while maintaining rigorous standards.
- Strong cross-functional leadership and stakeholder management skills, with credibility among technical teams and external partners.
- A leadership style grounded in clarity, accountability, and principled decision making, with comfort addressing underperformance and leading through change.
