This Statement of Work outlines the need for a highly experienced Senior Quality Assurance professional to lead the end-to-end testing of the critical Fee Calculator Initiative, a six-month enhancement integrating four core software systems. Experience testing against browser based systems is highly desirable.
1. Project Overview
1. Project Name: Fee Calculator Initiative Enhancement
2. Client: Colorado Department of Public Health and Environment (CDPHE), Health Facilities Licensing.
3. Project Goal: Implement automated fee calculation functionality to process healthcare facility license renewal and other payments, addressing audit findings, reducing errors, and improving stakeholder satisfaction.
4. System Scope: Software enhancement involving an integration across four distinct systems: COHFI, Fee Calculator System, Tyler PayPort, and CORE.
2. Scope of Work (Testing)
1. Duration: 40 hrs. per week, approximately 6 months.
2. Focus Areas: High-caliber Quality Assurance (QA) and User Acceptance Testing (UAT).
3. Complexity: Testing must cover all ~80 permutations of license fees across approximately 10 different license and payment types.
4. Audit Compliance: Special scrutiny is required for testing payment transaction roundtrips and data accuracy due to financial implications and the need to address high-priority audit findings.
5. Deliverables:
1. Development of comprehensive Agile test plans and test cases, supporting incremental Agile rollouts.
2. Execution of thorough UAT and QA for the payment process.
3. Documentation of all test scenarios for this effort, such that they might enable possible future reuse in the future replacement system for COHFI. This would include, but is not limited to, test scenario names, test input values for all related data fields, expected test outputs for all expected outputs, as well as some text to describe the nature of what exactly the tests are testing.
4. Identification and documentation of all defects and regressions.
5. Automation of a significant percentage of test cases, to be determined by the State after initial test automation setup.
6. Proactive, independent management of the end-to-end testing lifecycle, requiring effective coordination with all four involved development teams and test environments to ensure coordination and correctness.
3. Qualifications
1. Must-Have Qualifications:
1. Will work remotely but must be located in the continental USA for security and time zone reasons. Primary time zone will be USA Mountain time and core business hours will be 9am-5pm Mon-Fri.
2. Minimum of 7 years of professional experience demonstrating the core qualifications and proficiencies listed in this section.
3. Demonstrated experience with complex system-to-system integration testing.
4. Strong analytical skills for troubleshooting and documenting complex fee calculation logic and error scenarios.
5. Demonstrated exceptional verbal and written communication skills, with the proven ability to coordinate effectively across all organizational levels, diverse roles, and multiple external agencies/divisions.
2. Highly Desired Qualifications (Strong Preference):
1. Proven expertise in automated testing of browser-based applications using modern testing tools.
1. Examples of Modern Test Automation Tools: Selenium (WebDriver-based), Playwright, Cypress, TestCafe, etc.
2. Highly experienced with Agile processes and Agile testing techniques.
3. Nice-to-Have Qualification:
1. Familiarity with government, financial, or healthcare licensing processes, or any other complex business domain.
