Role: Operations Research Analyst – Journeyman

Duration: 12+ Months Contract

Role Overview:
The Journeyman Operations Research Analyst will support IBM/DHS programs by conducting organizational studies, process evaluations, and analytical assessments to improve operational efficiency and decision-making. This role blends process improvement, program analysis, and quantitative modeling to support management and policy objectives in a complex, data-driven environment.

Key Responsibilities:

• Conduct organizational studies, workflow analyses, and operational evaluations.
• Design and document systems, processes, and procedures to improve efficiency and effectiveness.
• Perform work measurement and process simplification studies.
• Develop and maintain operations and procedures manuals.
• Collect, analyze, and interpret quantitative and qualitative data to support management decisions.
• Apply mathematical modeling, optimization techniques, and analytical methods to solve operational problems.
• Support development of decision-support tools, software, services, or products.
• Collaborate with engineering, data, and Agile teams to align analytical outputs with system capabilities.
• Track analytical tasks and deliverables using Jira.
• Maintain documentation, models, and reports in SharePoint.
• Support initiatives operating within Microsoft Azure–based environments.

Required Skills & Experience:

• 3–10 years of experience in operations research, program analysis, management consulting, or related roles.
• Strong experience in process analysis, organizational studies, or operational evaluations.
• Hands-on experience with quantitative analysis, statistical methods, or optimization modeling.
• Ability to translate complex analytical findings into actionable management insights.
• Experience working with data analysis tools and structured datasets.
• Familiarity with Jira and SharePoint.
• Exposure to cloud platforms, preferably Microsoft Azure.
• Strong written, analytical, and stakeholder communication skills.
• Ability to work independently in a remote environment.
