Position Overview
The Business Data Analyst (Senior) is analyzing business processes, interpreting data flows, and transforming complex operational needs into clear, actionable system requirements. In this role, you are partnering with business users, technical teams, and product owners to evaluate current functionalities, document requirements, improve workflows, and guide system enhancements. You will play a key part in writing Epics, User Stories, and acceptance criteria that support the delivery of high-quality digital solutions aligned with organizational goals.
Key Responsibilities
- Analyzing business objectives, operational procedures, and system behaviors to identify inefficiencies, gaps, and improvement opportunities.
- Evaluating current-state processes, data flows, and system functionality to understand pain points and recommend optimized solutions.
- Conducting detailed requirements-gathering sessions with business stakeholders, end users, and technical teams.
- Writing comprehensive business requirements, Epics, User Stories, and Acceptance Criteria that clearly communicate functional and non-functional needs.
- Translating complex business problems into structured, actionable requirements for development and QA teams.
- Reviewing system capabilities, constraints, and technical feasibility to determine the viability of enhancements or new features.
- Creating process maps, data models, use cases, and documentation that support clear understanding of system functionality.
- Developing and maintaining data dictionaries, data mapping specifications, and documentation for data-driven initiatives.
- Leading data-focused meetings, requirement walkthroughs, and stakeholder workshops.
- Supporting testing activities by contributing to test plans, defining exit criteria, and validating requirements through UAT.
- Presenting findings, insights, and recommended solutions to business and technical leadership.
- Tracking project timelines, documenting decisions, logging action items, and reporting progress to management.
- Collaborating with cross-functional teams to ensure system enhancements align with business priorities and legislative requirements (e.g., Medicaid/PEMS-related projects).
- Identifying project risks, issues, and mitigation strategies to ensure on-time and high-quality delivery.
- Acting as a liaison between program staff, technical teams, vendors, and state agency stakeholders.
Required Qualifications
- 8+ years of hands-on experience as a Business Analyst or Business Data Analyst in an IT environment.
- Proven ability to collaborate with technical and non-technical stakeholders to analyze business problems and recommend actionable solutions.
- Extensive experience designing and optimizing data workflows, data processes, or data integrations.
- Strong expertise in writing Epics, User Stories, and Acceptance Criteria in an Agile/Scrum environment.
- Experience creating and maintaining business and data documentation (BRDs, data dictionaries, mapping specs, process flows).
- Skilled in developing visual data models, dashboards, and analytical reports to communicate trends and insights.
- Demonstrated experience leading data-focused meetings, requirement sessions, and interviews with stakeholders.
- Experience with Microsoft Office tools, Jira, and project management applications.
- Strong communication skills with the ability to present complex information clearly and concisely.
- Experience coordinating and developing test plans, test scenarios, and exit criteria.
- Experience executing detailed test cases within a complex system.
Preferred Qualifications
- Bachelor's degree in Data Science, Computer Science, Information Systems, Business Analytics, or equivalent experience.
- Strong multi-tasking skills with the ability to coordinate multiple data projects simultaneously.
- Working knowledge of SNAP, Medicaid, and TANF eligibility rules.
- Experience interpreting and applying policy within integrated eligibility or case management systems.
- Prior experience leading or participating in JAD (Joint Application Design) sessions.
- Experience working with State of Texas HHS systems or similar public-sector environments.
