SUMMARY

The Chief Engineer of proposals mission is to ensure CAE USA produces the highest quality proposal package in the pursuit of new business. The Chief is responsible for the overall technical, fiscal, and schedule performance of all CAE USA engineering efforts on assigned proposals. Chief will identify required resources to complete the technical solution, proposal, and costing, and oversee the assigned resources in the production of these elements. Working with the Capture Lead, the Chief will also support, and lead as necessary, all other proposal activity including cross-departmental collaboration and guidance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Direct responsibility for leading the execution of all technical proposal tasks, including solution, documentation (volumes or presentations), pricing, and proposal schedule performance.

Accountable for capture and proposal technical solution and engineering deliverables (i.e. TSP)

Accountable for quality of technical presentation material (i.e. readiness, writing and cost)

Accountable for quality of technical writing input in support of reviews (i.e. pink, red, gold)

Accountable for storyboards for technical sections

Support identification and incorporation of Win Themes

Lead technical decisions with a focus on cost-effective solutions

Review/Challenge PTW assumptions to strengthen PTW accuracy

Ensure selected review methods (live vs virtual) appropriate

Represent engineering in proposal schedule planning

Review execution IMS to ensure schedule is executable

Oversee engineering proposal activities and provide direction to align with capture strategy

Resolve uncertainty/provide clarity to engineering

Schedule Architectural Review Board of proposed solution (in capture/proposal)

Facilitate efforts to transition from award to execution (Mobilization)

Monitor proposal prior to award

Update status in Jira (Capture, Proposal)

Assuring strategy comes through in the proposal response

Provide a highly energized and engaging work environment for proposal development

Work seamlessly with CAE USA proposal organization and the Systems Engineering teams

Success of strategic goals including corporate fiscal performance, local and Global Engineering initiatives, and CAE USA Strategic Business Objectives (SBO's).

Assists with engineering leadership over the Lead to Award (L2A) process through both supervision and direct participation in proposal writing, proposal and solution review, and costing.

Continuous improvement of proposal performance through processes improvement, tool identification and development, and other initiatives

Oversight of execution in compliance with company policies and procedures.

Active communication and status reporting of all above items with Systems Engineering Manager, Systems Architecture Group Leader, and Senior Leadership as needed.

QUALIFICATIONS AND EDUCATION REQUIREMENTS

Bachelor's Degree in Engineering, Aerospace, or a related field

Minimum 5 years of experience working in an Engineering discipline

Minimum 5 years of experience in simulation training systems with a focus on aircraft platforms

Sufficient understanding of business win concepts to effectively manage engineering's proposal performance

Proven leadership capabilities of multi-disciplined teams

Understanding of simulation hardware and software architecture, components, and technology

Experience with Systems Engineering, Software Development, Hardware / Software Integration and product testing

Technical acumen to support proposal activity outside our core simulation business

Eligible for a US DoD Security Clearance

Excellent written and verbal communication skills

Strong motivation, leadership, and team building skills

Ability to effectively manage technical teams

Excellent problem solving, situational assessment, and conflict resolution skills

Ability to manage multiple projects and priorities simultaneously through proper delegation skills and selective personal involvement

Ability to motivate and facilitate effective change

SECURITY RESPONSIBILITIES

Compliance with all company Information Systems security policies and procedures.

Compliance with all company policies and procedures for Classified Information, Controlled Unclassified Information (CUI) and Export Controlled Information

Personally responsible for proper classification and marking of all information and materials, in any form, produced by the incumbent.

Shall not divulge any sensitive information, or afford access, to other employees not having a need-to-know.

Shall not divulge company private information outside company without management approval.

Must execute company non-disclosure agreement prior to access to controlled information.

WORK ENVIRONMENT & PHYSICAL DEMANDS

Work sometimes performed in an environment where irritants such as noise, temperature, and lighting variations may exist, but there is little chance of injury, accident, or occupational health problems. Moderate to high levels of stress are sometimes experienced with this position.

Must be able to travel both domestic and internationally.

Must be familiar with and be able to work on simulation training devices.

Must be able to work overtime and off-shift.
