Location:

• On-site location: Fort Indiantown Gap, Annville, PA

• Local candidates only

• Travel to agency headquarters may be required for meetings, training, or emergencies

• Active Federal Secret Clearance preferred (candidates with clearance will be prioritized)

• seeking an experienced Application Developer to provide on-site IT programming services supporting the Accountability System used for payroll processing, mission tracking, and emergency operations for the Pennsylvania National Guard .

• The role includes system review, enhancements, performance improvements, bug fixes, ongoing support, and development of new functionality.

• Support is required during state-activated emergencies to ensure system availability and performance.

Responsibilities

• Review and enhance the existing Accountability System to improve performance and reliability.

• Repair programming issues and provide ongoing system support.

• Develop new features and enhancements in collaboration with JEOC staff.

• Present ideas for system improvements and upgrades.

• Test applications in controlled environments prior to go-live.

• Prepare user training manuals and documentation.

• Maintain and support applications built on MVC App and MS Power Apps.

• Provide support for .NET applications (AIM) and SQL databases.

• Troubleshoot, diagnose, and resolve technical issues, including workarounds.

• Ensure solutions meet technical, functional, and performance requirements.

• Assist with database efficiencies, workflows, permissions, metadata, and interfaces.

• Support agency database and reporting needs in coordination with IT leadership.

• Maintain documentation for databases, structures, ownership, and procedures.

Required Skills & Experience

• 7+ years of experience in:

  • C#

  • ASP.NET Core

  • MVC

  • .NET (VB)

  • Classic ASP.NET

• Strong experience with:

  • SQL Server (2012, 2016, 2019)

  • Oracle (12, 19c)

  • Writing complex SQL queries, Stored Procedures, Triggers, Views, Cursors, Joins

  • T-SQL scripting and database development

• Proficiency in:

  • SQL Server Management Studio (SSMS)

  • SSIS, SSRS

  • SQL performance tuning tools (Profiler, Database Engine Tuning Advisor)

• Power Platform experience:

  • Power Apps (create, deploy, migrate solutions)

  • Power Automate

• Azure DevOps experience:

  • Azure Repos (Git, branching strategies, pull requests, code reviews)

  • Azure Boards (Agile backlogs, sprint planning)

• Web technologies:

  • JavaScript, XML, Web Services

  • IIS, HTML, CSS

  • InfoPath

• Strong database design, data modeling, and architecture skills.

• Experience ensuring alignment with enterprise architecture standards.

Additional Qualifications

• 5+ years working with Power Apps and Power Automate

• 4+ years of Azure DevOps experience

• 4+ years of experience in a Government IT environment

• Client-facing experience with mid-level to senior leadership

• Strong analytical, conceptual, and problem-solving skills

• Ability to manage multiple parallel tasks and meet milestones

• Advanced knowledge of networking, object-oriented programming, data warehousing, and relational databases

• Proficiency in Microsoft 365 (Access, Word, Excel, PowerPoint)

Education

• Bachelor s degree from an accredited college or university (required)
