Job Description

The client is seeking an experienced Business Analyst to support project initiation and requirements definition activities for enterprise initiatives. This role requires close collaboration with business stakeholders and Information Systems teams to clearly define current and future state requirements and ensure high-quality documentation that aligns with agency standards and timelines.

The ideal candidate will bring extensive experience in business analysis, requirements documentation, and process mapping, and will contribute to improving documentation standards and supporting procurement activities.

Key Responsibilities

• Conduct project initiation activities to identify current and future state requirements

• Collaborate with business and Information Systems teams to gather, analyze, and document requirements

• Develop clear, concise, and complete Requirements Definition Documents within established timelines

• Ensure all documentation complies with agency guidelines and standards

• Assist in developing and maintaining standardized documentation templates and processes

• Support the Procurement team by translating requirements into Statements of Work (SOWs)

• Define and document business processes, including mapping current and future state workflows

• Facilitate meetings, workshops, and stakeholder discussions; document decisions and outcomes

• Communicate effectively with cross-functional project teams and stakeholders

Required Skills & Experience

• 4+ years of experience with COTS (Commercial Off-The-Shelf) applications and platforms

• 2+ years of experience with SaaS applications and platforms

• 4+ years of experience in business analysis, SDLC, and Agile application development

• 8+ years of experience defining and documenting user requirements from multiple sources

• 8+ years of experience documenting and mapping complex business processes

• 8+ years of experience conducting meetings and documenting project decisions

• Strong written and verbal communication skills with the ability to work effectively in a team environment

Highly Desired Qualifications

• Experience with COTS applications migrating to Low-Code SaaS platforms

• Exposure to Procurement processes or similar experience

Nice to Have

• General knowledge of the client organization and agency governance

• Experience or knowledge of professional licensure systems (e.g., medical licensing)
