Neos is Seeking a Sr. Business Analyst - Peoplesoft (Retirement & Benefits) for a contract role for with our client in Austin, TX.

This position is hybrid, requiring three days per week in the office.

DESCRIPTION OF SERVICES
Client requests the services of one Business Analysis Consultant to focus on retirement and insurance system enhancements (RISE) applications and processes, hereafter referred to as Worker. The Worker must meet the general qualification of Business Analyst Level 3 and the specifications outlined in this document by the Employees Retirement System of Texas.
General Description
Performs senior-level business and systems analysis work. Coordinates gathering, development, and documentation of user requirements, and the review, assessment, and improvement of business processes related to retirement and insurance system enhancements (RISE) projects. Uses best practices in business analysis and process modeling. Applies analytical skills to various business and technical processes. Works under the direction of the Business Analyst Team Manager.
Functional Responsibilities
Essential Functions
- Identify opportunities for improving business processes to be more efficient or effective and assist in business case vetting and preparation of proposals for information management efforts.
- Coordinate analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
- Focus on business value to develop ideas, including awareness of industry trends, risk assessments, business continuity, and business capability requirements.
- Coordinate and analyze user requirements, procedures, and problems to automate or improve existing systems; analyze computer system capabilities, workflow, and scheduling limitations.
- Coordinate the service request life cycle including customer-related responses, business requirements coordination, technical specifications and artifact reviews, and monitoring system integration and user acceptance testing prior to implementation.
- Coordinate with outside vendors and contractors to complete projects and service requests; define, assign, and evaluate their work.
- Identify potential project risks and difficulties and design strategies to mitigate or avoid them.
- Review complex project deliverables such as design documentation, test plans, and risk assessment plans and provide comments and suggestions.
- Lead and coordinate process change requests and manage project scope, acceptance, installation, and deployment.
- Correlate business value and priorities to planning activities and goal-setting.

Worker Skills and Qualifications
- Graduation from an accredited four-year college or university with major coursework in management information systems or business administration.
- 8 years of experience planning, eliciting, analyzing, and managing business requirements throughout the SDLC.
- 8 years of experience leading business process reengineering and transformation efforts.
- 8 years of experience serving as a liaison between functional and technical teams.
- 8 years of experience leading project teams and managing stakeholder relationships, vendor coordination, and resource allocation.
- 8 years of experience with projects involving data management, data quality, data warehousing, data modeling, data migration, integration, secure file transfers, enterprise system analysis, enterprise architecture, or information security principles.
- 8 years of experience working in a Scrum Master role or Agile Scrum environment.
- 8 years of experience documenting and implementing procedures and PeopleSoft applications.
- 8 years of functional experience in one or more PeopleSoft modules including HRMS, Base Benefits, Benefits Administration, Payroll, or Pension.
- 8 years of strong SQL experience using Oracle and SQL Server.
- 8 years of experience with implementations or conversions from legacy PeopleSoft systems.
Preferred Requirements
- 8 years of experience in business consulting environments.
- 8 years supporting system implementations across finance, benefits, HR, procurement, legal, audit, and project management domains.
- 8 years of technical experience in system configuration, information security, and internal control frameworks.
- 8 years of experience with reporting databases, data modeling, and mapping.
- 8 years of experience conducting enterprise-level business analysis and feasibility studies.
- 8 years creating comprehensive system documentation and training materials.
- 4 years of experience using Azure DevOps for requirements and project implementation.
- 4 years of experience with project management software.
- Preferred certifications include MBA, CCBA, CBAP, CSM, CSPO, PMI-PBA, PMP, ITIL, ICGB, or related.
Work Location / Schedule
ERS operates under a hybrid model requiring a minimum of three days onsite per week at 200 E. 18th Street, Austin, Texas 78701. Remaining days may be remote. Full remote may be considered if performance expectations are met.
